Summary: Attachment D - Technical Requirements for DESE Website Modernization
This technical requirements document outlines the specifications for the Massachusetts Department of Elementary and Secondary Education (DESE) website modernization project under RFQ 27ITS81MP01. The modernization initiative seeks to transition DESE's current website from an HTML and ASPX (VB.NET) environment with SQL Server and Oracle databases to a cloud-based Drupal 11 platform hosted on Amazon Web Services (AWS). The proposed solution requires implementation of serverless and containerized deployment architecture using AWS ECS Fargate, Infrastructure as Code via Terraform, integration with the EOE GitHub source control system, and alignment with automated CI/CD processes managed by the EOE Cloud Team. The project encompasses comprehensive design work utilizing the Massachusetts Design System with Figma, establishment of structured content models supporting future AI readiness, and configuration of Drupal-specific features including content types, taxonomy, metadata management, multilingual support, accessibility compliance, and role-based permissions. Bidders must respond to 31 high-level technical requirements by confirming their capability to deliver each specified component and provide a narrative summary not exceeding five pages, using the site and application inventory provided in Attachment F as the planning foundation.
The technical requirements address critical migration and implementation activities spanning website inventory documentation, comprehensive content audits, migration readiness assessments, file and media handling, URL and SEO preservation, forms and application functionality analysis, user access mapping, third-party system integration, legacy technical configuration documentation, data quality validation, security and sensitive data handling, and migration cutover preparation. All 31 technical requirements are currently marked as unchecked (FALSE) in the tracker, indicating that bidders must affirmatively confirm their capacity to fulfill each requirement. The document emphasizes coordination with the EOE Cloud Team throughout infrastructure setup, deployment, review, and approval processes, adherence to the approved Drupal stack specifications including Apache 2.4, PHP 8.3, PostgreSQL 16, and Nginx reverse proxy, and use of EOE-administered Jira for project tracking and delivery management.

Last Updated: 8/12/2026
This tracker contains the High-Level Technical Requirements and supporting work for the DESE website modernization.
Current Technology Environment: The DESE website primarily uses HTML and ASPX (VB.NET), JavaScript, Bootstrap 4, and custom CSS, with applications connecting to SQL Server and Oracle databases; the site is responsive and mobile-friendly.
Future State Technology: The future solution is expected to align with EOE’s preferred direction for a secure, maintainable, cloud-based Drupal 11 platform hosted in AWS, using a containerized/serverless deployment model.
The platform should support Infrastructure as Code, preferably Terraform, EOE GitHub source control, automated CI/CD, rollback, release management, monitoring, and alerting, all coordinated with the EOE Cloud Team. It should also support Drupal content management needs such as content types, fields, taxonomy, metadata, workflows, roles, permissions, publishing controls, accessibility, multilingual content, search, analytics, and migration readiness.
The Vendor should align design work with the Massachusetts Design System and use Figma and approved components for DESE’s website design. The solution should also be designed for AI readiness, not immediate AI implementation, through structured content, governed taxonomy and metadata, standards-based APIs, semantic search readiness, and future extensibility where approved.
Note: Bidders must review and respond (check/uncheck) to each requirement in this attachment, use Attachment F – Site Inventory and App Inventory.xlsx as the starting point for planning and developing the proposed modernization approach, and provide a separate narrative summary (5-page limit).
