About this file

This document is a user guide for the eSupplier procurement platform used by the City of Minneapolis to manage public bidding opportunities. The guide provides step-by-step instructions for suppliers to navigate the system, view available contracting opportunities, and submit bids on public events posted by the city. The document emphasizes that bidders should review all documents related to an event before submitting a bid, as certain documents may require completion and attachment to the bid submission. The process outlined includes accessing the public eSupplier home page, viewing either invited or public events, reviewing event details and associated bid packages, and responding to any required questions as part of the bidding process.

The submission process requires bidders to enter a unit bid price and upload any necessary files or attachments through the Event Comments and Attachments section before selecting the Submit Bid button. The system provides confirmation of bid submission through both an on-screen confirmation and a subsequent confirmation email to the bidder. This guide applies to the Minneapolis Health Department's Request for Proposals for Health for Birth Justice and Community Doula Services, which seeks qualified organizations to deliver community-centered doula and care coordination services to advance birth equity for Minneapolis residents in Minnesota. The document does not specify pricing terms, award dates, or contract terms, as it serves solely as instructional material for the bidding platform rather than addressing the specific requirements of individual procurement opportunities.
