U.S. District Courthouse - O&M/Custodial Supplement
Under normal conditions, when placing an O&M/custodial offer, a standard price per square foot is set and used. However, given the numerous factors that make the Utah U.S.
District Courthouse unique, this is not advised, especially given the prominence of the building in the public eye and the high standard of the courthouse’s tenants. To aid all possible contractors in the proposal process, this supplementary document has been made to illuminate the challenges that a building such as this may present, and in turn help the offerors know how to properly propose and staff this building.
Custodial Information for your Consideration
● Wood floors: Non-traditional wood floors. These wood floors are not sealed or waxed
○ Susceptible to undesirable staining. Requires frequent re-oiling with imported oil only; and constant maintenance by an skilled staff
● Stainless steel railings, bathroom fixtures, and elevator interiors and exteriors in the building are highly visible and attract fingerprints constantly
○ Requires cleaning vigilance from dedicated staff
● Glass: each floor contains glass floors, glass doors, and glass walls. There are also glass stairwells connecting floors nine and ten
○ Each glass floor, door, panel, and stairwell requires cleaning and dusting from above and below, and on each side of the panels and doors
● White walls and doors are highly visible and difficult to clean due to the paint texture
○ Marks must be removed, but because the paint used in the building does not react well to most cleaners, the entire wall or door must be repainted regularly
Mechanical Information for your Consideration

○ Over 6000 ballasts
○ Each light in the building has its own IP address. Lights cannot be changed in the usual manner, but must be maintained by qualified staff who know how to run the
Lutron system

○ The building contains over 1,000 emergency lights whose batteries need to be periodically changed
● BAS and VFD systems require specialized training and support from qualified technicians
● The building runs a steam generator and humidifier year round at set humidity points in support of the building’s wood floors and finishes. This must be maintained by a qualified technician at all times
● The cooling towers at the Utah Federal Courthouse are roughly twice the size that a building of this size would normally have. This is because it supplies cool air to the Moss
Courthouse next door. The cooling towers also are always running despite outside conditions
● The building has a 25,000 gallon water holding tank that will need proper care and maintenance.
● The Building is in possession of the Davit window cleaning, furthermore the cleaning of the buildings windows falls to the O&M contractor
● The public restrooms on the 1st, 2nd, 5th, 7th, and 8th floors have been coated in
Saniglaze, this will be need to be cleaned in accordance with Saniglaze guidelines as well as maintained; this will affect roughly 2,459 square feet of space
