About this file
This is a certification document related to Executive Order No. 16, issued by New York State, regarding Roswell Park Comprehensive Cancer Center's Request for Proposals for Temporary Staffing Agencies. The RFP seeks proposals from staffing agencies to provide temporary staffing services across three categories: Locum Tenens/Allied Health (approximately 6 FTEs annually), Non-Clinical/Professional Staffing (approximately 40 FTEs annually), and Executive & Faculty Interim Placement and Search Services (approximately 3 FTEs annually). The RFP will support a multi-award model, permitting Roswell Park to award one vendor for all categories, multiple vendors across categories, or make partial awards. Vendors may bid on one or more categories, and submission of a proposal does not guarantee an award.
The certification document requires vendors to attest regarding their business operations in Russia under Executive Order No. 16, which prohibits state agencies and authorities from contracting with businesses conducting business operations in Russia while federal sanctions remain in effect. Vendors must certify whether they conduct business operations in Russia, and if so, whether they are winding down operations, providing only vital health and safety services, or continuing operations. A list of business enterprises previously awarded identical or substantially similar procurement contracts within the past five years is provided, including firms such as AMN Healthcare, Cejka Search Inc., Korn Ferry, and Witt Kieffer Inc. The certification must be executed under penalties of perjury by someone knowledgeable about the vendor's business operations.
