About this file

This is an Equal Employment Opportunity (EEO) Policy Statement for a Request for Proposals issued by Roswell Park Comprehensive Cancer Center in New York. The statement outlines the mandatory compliance requirements that successful respondents and their subcontractors must adopt and implement in connection with a temporary staffing services contract. Roswell Park is seeking proposals from staffing agencies to provide temporary staffing across three categories: Locum Tenens/Allied Health (approximately 6 FTEs annually), Non-Clinical/Professional Staffing (approximately 40 FTEs annually), and Executive & Faculty Interim Placement and Search Services (approximately 3 FTEs annually). The procurement will utilize a multi-award model, allowing Roswell Park to select one or more agencies per category, make partial awards, or make no award if proposals do not meet organizational needs.

The EEO Policy Statement requires all respondents to commit to non-discrimination in employment based on race, religion, color, national origin, sex (including gender identity and expression), sexual orientation, age, disability, genetic characteristic, marital status, military status, and domestic violence victim status. Respondents must actively implement EEO programs, document efforts to employ minority group members and women, include non-discrimination language in all employment solicitations, work with employment agencies and labor unions to ensure non-discrimination compliance, and flow down all EEO requirements to subcontractors. Compliance with the New York Human Rights Law and all applicable federal, state, and local non-discrimination statutes is mandatory. The document notes that several business enterprises have previously been awarded identical or substantially similar contracts by Roswell Park within the past five years, including AMN Healthcare, Cejka Search, Korn Ferry, and Witt Kieffer, among others.
