1 SCOPE OF WORK:

The work includes the following and incidental related work:

1.1 ATTIC FLOORING & REMOVALS

1.1.1 Presently, no finished flooring system exists in the attic space. The original exposed subfloor consists of timber planking of varied dimensions (typically 2-inches in thickness and 8 to 12-inches in width). Issues associated with the existing conditions include significant gaps, uneven surfaces, and nuisance dust and noise (HVAC equipment) exposure to occupants below. The project requires leveling the floor with a combination of wood-shimmed 3/4-inch plywood and top layer of cementitious leveling compound to provide a level, uniform subfloor for future attic office renovation. The wooden shims and plywood subfloor shall be attached to the existing wooden plank subfloor using removable screws. The cementitious leveling compound shall be implemented on the western side of the attic, ending approximately 28 feet east of the existing egress stairwell (see drawings). The remainder of the attic shall be leveled with the wood-shimmed 3/4-inch plywood alone including under the HVAC equipment. Several storage areas in the attic shall be removed to facilitate the flooring installation. These consist of metal wire cages and conventional timber-framed (2-inch by 4-inch studs with plywood sheathing). These storage systems are not recognized as historically significant. All original timber framing, exterior walls, windows, and roofing shall not be disturbed or affected by the renovation.

1.2 EGRESS IMPROVEMENTS

1.2.1 Currently, a single interior stairwell provides the only means of egress to/from the attic. This project shall provide a new egress stairwell from the attic in the southwest corner of the building. The stairwell shall be constructed of laminated veneer lumber (LVL) and be located entirely within the existing footprint of B43. The egress has been designed to mitigate the obstruction of windows, doors, or other prominent features on the first floor. Due to the location and geometry of nearby doors there is one instance of minor obstruction of a first-floor window where the stair stringer crosses the lower left corner of the window. Any components of the stair visible through the existing window from the exterior of the building shall be painted matte black to reduce visibility of the obstruction. In accordance with relevant life safety codes, tempered glass shall be installed on the interior of the existing window to address potential impact load of occupants using the egress. No changes to the existing historic glazing are expected.

1.2.2 The egress requires the removal of a section of attic framing and decking to keep the stairwell within the building interior thereby mitigating substantial changes to the building exterior. The top landing of the egress shall be enclosed to provide a 1-hour fire rating in accordance with relevant fire and life safety codes. The window on the west gable end wall of the attic shall be enclosed within the stair shaft. To maintain natural lighting in the attic, the majority of the enclosure past the landing shall be constructed of fire-rated glass secured with light-gauge steel posts and supports. The door construction shall primarily be fire-rated glass. Framing for the new enclosure shall be attached to the existing gable end truss. The existing window and surrounding aluminum covering shall not be altered or used for attachment of the new rated wall assembly.

1.3 HVAC IMPROVEMENTS

1.3.1 Some existing heating, cooling, and ventilation (HVAC) equipment in B43 require repair or replacement. Issues include nuisance vibrations and dated, inefficient equipment. New HVAC systems are required for reconfigured and converted office spaces on the first level. Heating and cooling of in-scope spaces on the first floor (room numbers 120, 125 (option 1), 126 (option 1), and 139 (option 2)) as well as the mezzanine (conditioned as a single-zone) shall be provided by new energy efficient air-source heat pumps. Refrigerant piping shall extend between outdoor units and indoor heat pumps. Where practical, existing wall penetrations shall be reused. All non-reused wall penetrations shall be filled with masonry materials (grout or mortar) to match the pre-existing finish and condition. If new wall penetrations are required (refrigerant lines, anchor bolts for exterior equipment wall-mounted local disconnects, electrical conduit) penetrations shall be made in mortar joints to minimize damage to existing concrete masonry unit (CMU) walls.

Page: 3 of 21

1.3.2 See section 11 for excavation monitoring requirements. Excavation is required for the construction of a new six-inch thick concrete pad on the east end of the north elevation to accommodate a 6-ton condensing unit (providing retrofit cooling to HRU-1 in the attic) and vehicle strike bollards. Excavation shall be to a depth of approximately 1 foot with approximate area of 125 square feet (refer to drawing C-101 for further detail). Each bollard (10 in total) requires excavation holes approximately 2-1/2 feet in diameter to a depth of 4-1/2 feet and shall be spaced at 5 feet on center (refer to sheets S-101 and C-101 for further detail). The remaining five (dependent on what options are awarded) outdoor heat pump units shall be mounted on equipment racks secured to the newly constructed concrete pad. Bollards need to be installed in a location that will not impact the van pool parking.

1.3.3 Work in the area of the van pool parking lot must be completed in a timeframe that does not affect van pool parking.

1.3.4 All mechanical equipment within the scope of this project shall be tested, adjusted and balanced (TAB), and commissioned by a third party commissioning agent. The HVAC equipment shall be integrated into the existing Niagara ICS system following the attached NAVFAC PWD-Maine ICS Standard.

1.4 SPACE OPTIMIZATION

1.4.1 Presently, some spaces in B43 are not optimized according to existing uses and operations. The staff break/lunch room is too small to accommodate the current volume of users. In addition to providing kitchen functions, this space is used for daily staff meetings. Many office spaces are shared by multiple users and do not provide adequate space for operations and administrative / supervisory functions.

1.4.2 The existing locksmith shop (southwest space), breakroom, men’s locker room, and rooms 120, 120A, 125 (option 1), 126 (option 1), and 139 (option

2) shall undergo space optimization changes to increase function and occupant capacity. The locksmith shop shall be subdivided to accommodate fire alarm testing operations (currently housed in the attic). This involves the construction of a new partition wall, relocation of an existing entry door, and installation of a new entry door. All affected walls and doors shall be modern framed partition walls.

1.4.3 The breakroom shall be expanded into the adjacent men’s locker room space.

This requires removal of a modern partition wall and acoustic ceiling tile (ACT) system and lighting fixtures. A new wall shall be framed to separate the locker room. The breakroom ceiling shall be left unfinished to expose the open timber framing and decking of the attic floor. Lighting fixtures shall be replaced with LED pendant-style fixtures. Entry into the locker room shall be reconfigured within the modern framed partition wall.

Page: 4 of 21

1.4.4 Rooms 120 and 120A are existing office spaces that shall be combined into a larger space. The existing modern framed partition wall shall be removed to the existing granite column which shall remain exposed to the interior. The ACT system and lighting fixtures shall be replaced. Lighting shall be upgraded to LED fixtures. Floor covering in the renovated spaces shall consists of an epoxy-based coating.

1.4.5 Wherever remaining flooring, walls, and ceilings are affected by demolition or new construction, repairs shall match pre-existing finish and condition.

Windows and all millwork shall remain undisturbed. New Furniture shall be provided as described in the furniture scope of work attachment.

1.4.6 Spaces shall be turned over as soon as possible so that the new space is available for use by the building occupants.

1.5 BID OPTION 1 (Office 125 and Office 126)

1.5.1 Rooms 125 and 126 currently function as storage spaces. These spaces shall be converted to adjoining office spaces. This shall involve removing the existing modern partition wall and constructing a new wall and doors. The ceiling in these spaces shall remain open to the mezzanine flooring to maintain code-compliant ceiling height. Floor covering in the renovated spaces shall consist of an epoxy-based coating. Wherever remaining flooring, walls, and ceilings are affected by demolition or new construction, repairs shall match pre-existing finish and condition. Windows and all millwork shall remain undisturbed. New heat pumps shall be provided for these spaces as well as new finned tube radiators as shown on the drawings. New Furniture shall be provided as described in the furniture scope of work attachment.

1.6 BID OPTION 2 (Office 139A and Office 139B)

1.6.1 Room 139 shall be reconfigured using partition walls to provide improved privacy and function. The ACT system and lighting fixtures shall be replaced.

Lighting shall be upgraded to LED fixtures. All new partition walls shall consist of metal stud and 5/8-inch gypsum board construction. Floor covering in the renovated spaces shall consist of an epoxy-based coating.
