3.0 ITEM LOCATION/DESCRIPTION:
3.1 Location: Switchboard Room, Main Control Station, and the Emergency
Generator Room.
3.2 Description: Two each 600V switch boards, one each ship service 480v switchboard, one each motor control center in main control, and one each emergency switchboard.
4.0GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: None.
5.0 NOTES:
5.1 The Contractor shall comply with all requirements of the vessel’s equipment tag out program prior starting work.
5.2 Prior to the start of work, the Contractor shall contact the Chief Engineer to coordinate the implementation of the Tag Out Program for the entire performance period of this item. The Prime Contractor shall be responsible for compliance by both prime and subcontractor personnel.
6.0 QUALITY ASSURANCE REQUIREMENTS:
6.1 All work is to be inspected and approved by the COR. The COR is to inspect for cleanliness after cleaning and prior to closing up of enclosures.
7.0 STATEMENT OF WORK REQUIRED
7.1 Furnish labor, material and equipment to thoroughly vacuum with HEPA vacuum cleaners all dust, dirt, film, etc., from all internal electrical/electronic components and all interior surfaces of subject switchboards and motor control centers listed in paragraph 3.0.
7.1.1 Cleaning is to be accomplished in such a manner as to
mitigate re-contamination of cleaned areas.

13200-2
7.2 Open up switches, rheostats and breaker enclosures, vacuum, wipe down, clean blow dry and close up units per original.
7.3 Next, clean by wiping all interior surfaces, wiring, bus bars, circuit breakers, and components of the equipment listed in paragraph 3.0. This cleaning is also to include the interior surfaces of the actual enclosure and covers for subject equipment.
7.3.1 The use of cleaning solvents, the type of cleaning solvents, and what components are being cleaned with solvents of any type is to be coordinated with the COR prior to use of such materials. No solvents or chemicals containing chlorides will be permitted.
7.3.2 Cleaning is to be accomplished with lint-free rags.
7.4 Visually inspect all electrical connections and components.
7.5 The ship’s service 480V section of the switchboard will require that the ship’s power be secured. This section of the switchboard is to be cleaned on weekend day time hours only. Cleaning is to be coordinated with the COR. Contractor is to provide temporary lighting, ventilation, and a generator to power those devices and other contractor required equipment while that power is secured to clean this section.
7.6 Dress up and tighten bus bars, lug connections, terminals, relays, trips, and all contact points and tighten all electrical connections using torque wrenches to match rated torque values for various sized bolts, screws, and other fittings. Use extraordinary care and do not over-tighten connections. Fittings are to be torqued in accordance with Reference 2.5.
7.6.1 Submit as a report calibration documentation for each torque wrench on the job site.
7.7 Temporarily remove the breakers listed in Reference 2.4 from the ship to an authorized General Electric breaker service facility.
The breaker service facility is to accomplish the following requirements for the switchboard large metal frame propulsion, tie, transformer, and generator switchboard breakers, seventeen (17) breakers total.
7.7.1 Conduct detailed cleaning of all components to remove all traces of dust and debris. Disassemble/reassemble breaker components as necessary to accomplish below requirements.
7.7.2 Inspect and test electrical and mechanical components, assemblies, subassemblies, internal circuitry, and hardware to design characteristics and for missing and defective parts.

13200-3
7.7.3 Test internal wiring, coils and transformers for open and shorted circuits and insulation resistance to ground.
Record readings. Minimum acceptable resistance to ground is one megohm.
7.7.4 Clean each mechanical part with lint-free cloths moistened with solvent to remove all dirt, lubricants, and other foreign particles. Do not let solvent come in contact with varnished surfaces.
7.7.5 Provide an as found condition report with recommendations on further repairs, if any.
7.7.6 Lubricate all operating mechanisms with OEM grease.
7.7.7 Test, adjust, calibrate, and certify the trip units of each circuit breaker for time delay and instantaneous trip settings.
7.7.8 Reinstall the breakers back on the ship.
7.7.9 After all inspections have been completed and the
switchboards have been energized, test each circuit breaker's trip setting for reverse current and low voltage trip. Make required adjustments and prove satisfactory.
7.7.10 Close and trip each circuit breaker electrically from the local and remote stations. The circuit breaker must operate correctly four consecutive times to be acceptable.
7.8 The contractor is to conduct a thermographic survey of all the components listed in paragraph 3.0, as well as the motor controllers/starters for the motors and generators listed in Ref.
2.3, during the ship’s sea trial from/to the contractor’s facility near the end of the repair period.
7.8.1 The person accomplishing the thermographic survey shall be properly trained and experienced with the equipment and know how to correctly interpret the scans.
7.8.2 Submit a detailed written report. The report is to contain color images that show the source of heat, all pertinent information and suggestions for correction, if any, for each piece of equipment.
