INTENT, SCOPE, GENERAL REQUIREMENTS

10420-1

Scope and Intent of the Drydock or Dockside Ship Repair Contract

The National Oceanic and Atmospheric Administration (NOAA) operates a fleet of research vessels that supports research and mapping for the National Fisheries Service, National Ocean Service, Office of Atmospheric Research and the National Weather Service, as well as provides support to other Federal agencies. These research missions are time sensitive and therefore the data must be collected at specific times during the sailing season to be meaningful. At the end of each sailing season the vessels enter a repair period (drydock or dockside) to address repairs that have been previously identified, perform upgrades to mission systems or ship systems that either extend the life of the ship or provide new data collection capabilities or for safer operations of ships systems as well as address any emergent work that would adversely affect the ships ability to safely perform its mission on schedule, while meeting all regulatory body requirements (American Bureau of Shipping and United States Coast Guard) and all habitability requirements, including any that may be required as a result of contracts for personnel to augment ship staff.

The work items in the repair specification are identified well in advance of the performance period in order meet the contracting lead times. Additional work items (emergent work) may arise during the period between the work package submittal, contract award, or even prior to the start of or during the contract performance period. In accordance with Commerce Acquisition Regulation (CAR) clause 1352.271-72, the Contracting Officer may order additional changes during the contract period of performance to address any additional work items identified as necessary to ensure the intent of the drydock or dockside repair contract is met;

that is, that the vessel shall be able to safely perform its mission, that it will meet all habitability requirements and regulatory body requirements, and that such repairs will be timely performed to ensure to the maximum extent practicable that the ship's schedule is not adversely impacted.

The sea-trial is expected to take 10 hours, departing from and returning to the contractor’s facility.

The COTR will coordinate the sea-trial date with the Contractor and other vendors, with at least 72 hours notice.

3.13 The contractor shall assume that the ship’s force will be living on board during the first seven days and last seven days of the availability.

During this period, no systems that would impact hotel services on board should be disrupted.

7.3.1 Prior to start of work, accomplish operational testing of the damper assemblies and submit an as found condition report.

7.3.2 Temporarily disconnect electrically and remove the existing stainless steel fire damper assemblies. Note that these assemblies can be temporarily rigged from the overhead for completion of the work in this item. This assembly consists of two assemblies tack welded together, grind welds to facilitate removal.

7.3.3 Renew the damper deck transition structure. See Reference

2.6 Section 21A. New transition piece is to be fabricated

from 3/8” plate.

7.3.4 Coat all new and disturbed steel with two each coats epoxy primer and one top coat to match existing.

7.3.5 Reinstall the damper assemblies with new stainless steel hardware. Connect electrically and accomplish operational testing in presence of COR.

7.4 Accomplish the following to inspect and preserve the Haz Mat Locker

(1-66-3) deck.

7.4.1 Temporarily remove the two (2) each hazmat lockers and one each bench unit from the Haz Mat Locker.

7.4.2 Crop and renew the foundations for the two each lockers and the bench unit.

7.4.3 Prepare the deck and six inches up all vertical surfaces to SSP-SP-11. Apply the following coating system, two each coats International 300V, 4 mils DFT each, one each top coat to match existing.

7.4.4 Reinstall all lockers and bench with new stainless steel hardware.
