About this file
This is a Project Statement from the Michigan Department of Technology, Management and Budget (DTMB) for professional design services at the Oaks Correctional Facility in Manistee, Michigan. The project involves evaluating, designing, bidding, and administering construction for an emergency power system replacement and electrical infrastructure upgrade. The proposal is due on Thursday, April 24, 2025 at 2:00 p.m. Eastern, with a mandatory walk-through inspection scheduled for April 9, 2025 at 11:00 a.m. The project will be completed in two anticipated construction phases: Phase 1 focuses on adding emergency circuits for heating systems in housing units and cooling for the administration building, while Phase 2 will upgrade the emergency power system to support the entire correctional facility campus.
The project requires a comprehensive approach, including a Phase 100 Study to evaluate existing medium voltage emergency power equipment, followed by schematic design, final design, and construction administration services. Key requirements include a generator system capable of operating uninterrupted for 72 hours, compatibility with the facility's existing control center, and potential construction of a new structure to house generator and electrical equipment. Proposals must be uploaded to SIGMA VSS, with firms encouraged to combine technical and cost proposals into a single attachment not exceeding 30mb. The project will comply with federal and state agency codes, standards, and safety regulations, with special considerations for working within a correctional facility environment.

PROJECT DESCRIPTION/SERVICES REQUESTED:
On behalf of the Michigan Department of Corrections (MDOC), the Department of Technology, Management, and Budget (DTMB) is requesting professional design services for the evaluation, design, bidding, and construction administration for the repair, replacement and upgrade the emergency power system and associated electrical infrastructure at the Oaks Correctional Facility. The existing emergency power system currently supports critical systems and facilities and requires expansion to support the whole Oaks Correctional Facility campus. This request is to provide a Phase 100 Study, Phase 300 Schematic Design, Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection services.
The original generator and switchgear are still in place and nearing the end of their useful life, they may be undersized to meet the facilities current needs. A phase 100 study is required to evaluate the existing medium voltage emergency power equipment including but not limited to the medium voltage switches, transformers, and primary switch gear and provide recommendations for repairs and upgrades to the system to meet current code requirements. Limited drawings are available, the PSC must field verify all conditions.
mailto:SmithD76@michigan.gov mailto:FrostS1@michigan.gov
We anticipate at least two phases of construction:
Phase 1: The facility has an immediate need for additional emergency circuits to support: heating systems in housing units 1,2,6 &7 and cooling system for the administration building.
Phase 2: Upgrade of emergency power system to support the entire Oaks Correctional Facility campus.
Additional Considerations:
• Emergency power system shall be capable of operating uninterrupted for a minimum of 72 hours without re-fueling. Upgrades to the existing diesel fuel system may be required as a part of this work.
• Provide transfer switch that will allow the facility to connect a portable generator in the event of a generator failure.
• Provide additional emergency circuits to support the Administration building Warden’s suite.
• Emergency power equipment must be programmed to communicate with the facility’s existing control center.
• A new structure may be required to house generator and associated electrical equipment.
• Existing emergency power system to remain operational throughout project. Full emergency power shall be available during equipment change- over.
• Unable to trace existing utilities on-site, directional boring or hydro-excavation is required to avoid existing utilities.
• Construction to be completed outside of winter/heating season.
• MDOC Utility and Security Shut Down Standards and Special Working conditions apply.
In addition to the requirements described in the DTMB Contract for Professional Services: Billing Rate – Not to Exceed sample contract, please include the following in your proposal:
• Clearly document the number of meetings proposed and indicate which meetings will be on-site.
Design meetings shall be held via electronic format to the greatest extent possible.
• The PSC will be responsible for leading the construction progress meetings which will take place twice per month during construction. Meeting minutes will be required to be sent out within 5 business days after the meeting.
• Provide construction estimates for owner review at the 50% and 90% of each phase. Review the construction budget at every design review meeting.
• Coordinate all field work, construction phasing and scheduling with MDOC in advance to minimize disruption to their operations. Conduct field work in a manner that complies with MDOC policies currently in effect or which may come into effect.
• Develop contract documents to include alternates for the improvement work to use all available funding.
• Include code compliance, plan review fees and all testing required for the requested services as a reimbursable expense.
Please NOTE:
• Proposal responses MUST be uploaded to SIGMA VSS. Please enter the total cost for all phases as the bid amount.
• Firms are encouraged to combine their technical and cost proposals into one (1) attachment for proposal submission.
• Please remember that attachments can be no larger than 30mb.
• Do not wait until just before the 2:00 p.m. solicitation deadline to submit your proposal response.
SIGMA VSS will not allow a proposal to be submitted after 2:00 p.m., even if a portion of the proposal response has been uploaded.
