About this file

This document is a technical assessment report by Matrix Consulting Engineers, Inc. for the Emergency Generator & Transfer Switch Gear Retro Commissioning project at the Oaks Correctional Facility (ECF) in Lansing, Michigan, dated August 2021. The report comprehensively details the existing emergency power system, which includes a 1992-vintage Cummins/Onan 500KW diesel generator with a 2000-gallon storage tank and multiple ASCO automatic transfer switches (ATS) across various buildings and housing units. The system overview includes specifications for the main ATS, generator characteristics, and individual building transfer switch configurations, noting that most units lack proper control signals to initiate generator start functions.

The report highlights significant system age-related concerns, emphasizing that the 29-year-old medium voltage substations are beyond their intended operational life and prone to mechanical failures that render the equipment unreliable. Key problems identified include inconsistent phase identification, non-functional pilot lights, and transfer switches in Buildings 200, Housing Unit #4, and #5 that require replacement. Notably, the estimated repair/upgrade cost is listed as $0.00, which may indicate either an error or that a comprehensive replacement rather than incremental repairs is recommended. The document also outlines a detailed test procedure for the emergency generator system, which involves system checks, radio control center alerts, manual testing of transfer switches, and a structured startup and shutdown process.

Emergency Generator & Transfer Switch Gear Retro Commissioning

SOM Project No: 472/21080.DCS

Location: Oaks Correctional Facility (ECF)

System Back-Up: The EM Power backs up a small distribution system in each building on campus for egress lighting, heat, and some ventilation. The EM power is distributed to the individual building via and underground concrete incased conduit system.

Generator: The generator is in very good condition.

Manufacturer: Cummins/ Onan 500KW/ 625 KVA 480-volt 3 phase 3 wire generator.

System Age: 1992.

Fuel System: Diesel. There is a 2000-gallon storage tank.

Main ATS: The system uses a medium voltage breaker controller. There is no back up power for the breaker controller.

Manufacturer: Russelectric 1200-amp 15KV rated 12,470-volt 3 phase 3 wire delta.

Building 500 ATS: No control signal to generator to initiate a start function and no neutral.

Manufacturer: ASCO 100-amp 480-volt 3 phase 3 wire 3 pole.

Building 100 ATS: No control signal to generator to initiate a start function.

Manufacturer: ASCO 260-amp 277/480-volt 3 phase 4 wire 3 pole.

Housing Unit #1 ATS: No control signal to generator to initiate a start function and no neutral.

Housing Unit #2 ATS: Cabinet has been retro fitted with new ASCO transfer mechanism and digital controls.

System Age: New.

Housing Unit #3 ATS: Cabinet has been retro fitted with new ASCO transfer mechanism and digital controls. No control signal to generator to initiate a start function and no neutral.

Matrix Consulting Engineers, Inc.

Project No. 20087.00 August 2021

Housing Unit #4 ATS: Cabinet has been retro fitted with new ASCO transfer mechanism and digital controls. No control signal to

Housing Unit #5 ATS: Cabinet has been retro fitted with new ASCO transfer mechanism and digital controls. No control signal to

Housing Unit #6 ATS: No control signal to generator to initiate a start function and no neutral.

Housing Unit #7 ATS: No control signal to generator to initiate a start function and no neutral.

Building 300 ATS: Cabinet has been retro fitted with new ASCO transfer mechanism and digital controls. No control signal to generator to initiate a start function and no neutral.

Building 200 ATS: No control signal to generator to initiate a start function.

Manufacturer: ASCO 150-amp 277/480-volt 3 phase 3 wire 3 pole.

Summarize the System (test procedure):

1. System check; oil, coolant, batteries, etc.

2. Radio control center to alert them for the test.

3. Turn test key switch on face of generator cubical to “Test”

4. Generator fires immediately.

5. ATS transfers breakers within 10 seconds

6. Generator runs in load test for 3 hours as Keith walks each building and manually test the transfer switches.

7. Turn test key switch on face of generator cubical to “normal”

8. Generator runs in stabilization mode for 5 minutes.

9. ATS transfers breakers back to utility mode.

Matrix Consulting Engineers, Inc.

Project No. 20087.00 August 2021

10. Generator runs in cooldown mode for 10 minutes.

11. Generator shuts down.

Overall system summary:

The system is 29 years old and beyond its intended life. As with other similar systems these medium voltage substations start to have little mechanical problems that are hard to trace down and even when found there will be another mechanism on the edge of failure.

Thus, creating a nuisance failures rendering the equipment unreliable.

Problems:

Phase identification is no consistent with the system voltage, pilot lights not working and ATS’s Building 200, Housing Unit #4 and #5 need to be changed.

Estimated repair/ upgrade cost: $0.00
