ARMED SECURITY GUARD SERVICES

QUESTIONS & ANSWERS III

1. Will the weapons be stored on campus?

RESPONSE: No, weapons will not be stored on campus.

2. Is there a location for storage of weapons on campus?

RESPONSE: No, please see response to Question #1.

3. Will there be a gun custodian provided?

RESPONSE: No, a gun custodian will not be provided.

4. Is there a CBA for the incumbent guards?

RESPONSE: No.

5. Reference: Q&A# 10, “The solicitation is not a Request for Proposal. Plans [transition, quality control, staffing] will only be required by apparent low bidder/awardee.” Question/Request for Clarification: Just to clarify are the plans required at the time of bid opening or will they be due at a later date?

RESPONSE: Plans are not required at the time of bid opening. The low bidder will be required to submit plans at a later date.

6. SOW section C.5.2.2.3.12 states, “Psychiatric Disorders: Any disorder that affects the individual’s judgment, cognitive function, or the safe and efficient performance of essential job functions, is a disqualifying factor. All A-9 certified Protection Officers members must complete a government approved pre-employment psychological test administered by the Contractor.”

Question/Request for Clarification: So that offerors may price this test with their proposal and in order to avoid a contract mod after award, please identify the psychological test that is Government approved.

RESPONSE: FPS standard for armed security personnel requires that the test is administered by a board certified psychologist.

7. Exhibit II issued in Amendment 1 identifies an APSO Medical Questionnaire as Exhibit 15 and APSO P.A.T. Manual as Exhibit 15-A. Elsewhere in the SOW a medical exam is required for guards. Question/Request for Clarification: These exhibits are missing from Amendment 1. Please provide these exhibits and advise if the OF-178 is the medical form to be used?

RESPONSE: Please see newly uploaded attachments Exhibit 15 and Exhibit 15A.

8. Section C.6.8.1.1 states, “APSOs and uniformed supervisors must possess valid and current First Aid certification cards from the American Red Cross (ARC) or the American Heart Association (AHA) to perform on this contract.” Currently, First Aid/CPR/ AED cards are good for 2 years. FPS followed this requirement when it was implemented 3 years ago. Exhibit 14 still calls for First Aid every 3 years and CPR/AED every year. Question/Request for clarification: Please clarify if the Government will adopt the new requirement or stay with the old guidelines?

RESPONSE: The Government will adhere to the new requirement.

9. Regarding Exhibit 14-C Contractor Provided Initial Weapons Training and Qualification: FPS revised this in October 2011. There is no longer a 500 round requirement for the 24 hours range time and the barricade sections of the course of fire are now fired at 15 yards instead of 25 yards. Question/Request for Clarification:

As the incumbent guards will be newly armed, will the Government adopt the new requirement or stay with the old guidelines?

RESPONSE: The Government will adhere to the new requirement.

10. Q&A #13 in Amendment 1 states that the “Government has no restrictions on make of weapon.” Exhibit 17 states otherwise. Question/Request for Clarification: Please clarify if Exhibit 17 or Q&A #13 is to be followed?

RESPONSE: The exhibit shows what is recommended by the Government and not what is mandatory. Therefore the response to Q&A II (#13) remains the same.

11. Question/Request for Clarification: May officer’s firearms be taken home, or are they required to be left on site? If left on site, is the gun safe and clearing barrel provided by the Government or Contractor?

RESPONSE: Please see question #1 and #2. It is the Contractor’s determination if the officers’ firearms can be taken home and if the employee may legally (licensed) transport the weapon.

12. Does the additional patrol unit work holidays?

RESPONSE: Yes.

13. Are all incumbents trained and certified IAW this SOW and attachments? If not, please identify the units of initial training incumbents are required to complete?

RESPONSE: There is no incumbent.

14. All FPS solicitations this year have included the guard force certifications and qualifications in an Excel format. Question/Request for Clarification: Will the Government provide this document so offerors may determine training and refresher requirements?

15. Q&A #20 states that Government Provided Screener Training is conducted On the Job Training (OJT). SOW sections C.6.7.3.1 and C.6.7.4.1 state Computer Based Screener Training and Screener Training are to be completed before standing post.

Question/Request for Clarification: Please clarify the requirement(s).

RESPONSE: OJT.

16. Exhibit 14 describes, “Recurrent, Annual, Government” (provided) training.

Question/Request for Clarification: Please specify the hours for this and if it is conducted OJT or outside of post?

RESPONSE: The training will consist of 16 hours of USMMA OJT that will occur while on duty. The training will include report writing, customer service, disability awareness, etc

17. SOW section C.11 discusses Key Personnel and states, “Under this contract the

Government designates the positions of Project Manager, Deputy Project Manager, and Facility Commander.” The SOW goes on to only describe the Project Manager.

Question/Request for Clarification: Are all three of these positions required?

RESPONSE: No. Only the Project Manager is required.

18. Are any of the three (see question 18) required on-site?

RESPONSE: No. The Project Manager is not required on-site.

19. Q&A II, Q. #21 states: Is the Contractor responsible for providing vehicles?

RESPONSE: Yes, the Contractor is responsible for providing two (2) vehicles of any color, make, and model. Question/Request for Clarification: Please clarify the vehicle specs and if the vehicles have to be new/first use USMMA?

RESPONSE: Yes, the Contractor is responsible for providing two (2) NEW vehicles of any color, make, and model. Vehicle can be a Ford Fusion or similar vehicle that is a front wheel drive vehicle. Vehicle must also be equipped with a roof light bar and the company’s logo on the sides of the vehicle.

20. [In reference to] Equipment: Contractor shall provide, maintain and supplement a minimum of six (6) Portable Radios plus six (6) extra batteries and a compatible charging station. Radios must be compatible with Motorola Radio Model XTS2500 including at a minimum Motorola options P25 and Q811. Is it a digital radio?

21. What is the frequency?

RESPONSE: Information will be provided to awardee.

22. What is the specific model of your radios?

RESPONSE: Please see Exhibit 22 that was uploaded in Amendment 000002.

23. What is your repeater frequency?

RESPONSE: Information will be provided to awardee.

24. Is it UHF or VHF?

RESPONSE: Both.

25. Can you please provide the billing rate of the incumbent contractor unarmed guard services for USMMA?

RESPONSE: Current contract calls for different requirements and therefore data is irrelevant.

26. Depending on whether the additional patrol unit works holidays or not, the hours on the SF1449 are short for a year when compared with the Government’s revised Work Schedule doc by either 408 or 496 hours. Please clarify.

RESPONSE: Guards will work a total of 29,120 hours per year. The SF 1449 will be amended to reflect total hours of 29,120. Please see attached solicitation.

27. Work schedule states additional patrol units is limited to Monday- Friday 8AM-4PM and Friday- Saturday 1600-2400, but it doesn’t match the chart which should we use?

The chart or the notation at the bottom?

RESPONSE: Please use the chart.

28. Does form 1449 item No. 0001 include Supervisors?

RESPONSE: Yes.

29. There are missing exhibits 14E, 14F and 14J.
