ARMED SECURITY GUARD SERVICES
PRE-BID CONFERENCE QUESTIONS & ANSWERS
Monday, August 19, 2013 at 09:45 A.M.
1. Please clarify if this requirement is solely an 8(a) opportunity and if so, for any or all 8(a)?
RESPONSE: Any 8(a) vendor that is in good standing with Small Business Administration (SBA) is eligible for consideration that meets the criteria in the solicitation. Please consult the SBA for questions on eligibility.
2. Is there any portion of the contract set aside for M/WBE Certified Business?
RESPONSE: No, there is no portion of the contract that is set aside strictly for a minority
/Women Business Development Certified Business.
3. Are bonds required?
RESPONSE: Performance and bid bonds are not required.
4. What services are being covered by the current contract?
RESPONSE: Unarmed security guard services.
5. Is past performance information required?
RESPONSE: Yes, past performance of the lowest bidder will be verified prior to award.
6. With the short transition period, is staff required to have training by start of period of performance (POP)?
RESPONSE: No. Required training shall be completed within 90 days. The Government will allow a reasonable amount of time for training and the Contractor will keep COR informed of progress. COR will make a determination based on given variables.
7. Do the current employees have the required training?
RESPONSE: Incumbent contract does not call for armed guard security and therefore have different training requirements.
8. Is there any security clearances required prior to start of POP?
RESPONSE: There is no pre-requisite security clearances required. Interim security clearance will be granted. Security clearance procedures will be conducted after award and required within 90 days.
9. Will training for the Command Center be provided to the Contractor?
RESPONSE: Yes, training and lessons plans will be provided.
10. What positions are being rotated?

RESPONSE: Vickory Gate, the Command Center, and the patrol unit will be rotated every two (2) hours. The Command Center is currently under renovations and will be complete at start of POP.
11. What is the standard firearm?
RESPONSE: The 9mm is the standard firearm.
12. Is there standard personal protection uniform required?
RESPONSE: A bullet proof vest is required. The level of vest worn should meet the resistance of the level carrying.
13. Is there a medical unit on campus to address any medical issues?
RESPONSE: Yes, there is a medical department on campus.
14. Will a boat be provided for security of waterfront?
RESPONSE: No. The U.S. Coast Guard and the Nassau County Police Department provide support services for the security of the harbor.
15. Are the posts manned 365 days a year (including holidays) or not open on holidays?
RESPONSE: All posts are manned 365 days a year.
16. Is overtime included on the contact?
RESPONSE: No overtime required. Any additional service will be addressed at the time needed.
17. How many building are on the campus? How many entrances to the campus?
RESPONSE: The campus consists of 45 buildings and 1 ½ entrances. A site tour will be provided to preview campus.
18. What is the classification for the guards required on the Department of Labor Service
(DOL) Contract Act?
RESPONSE: Guard Two (2).
19. Is there a specific wage for Supervisors?
RESPONSE: Wage for supervisors must be in compliance with the Service Contract Act.
Bidders should contact DOL for further guidance.
20. Is there a specific form required with IFB?
RESPONSE: Please use the SF 1449 form to submit bid that includes a price per hours indicated.
21. Is the Contractor responsible for providing vehicles?
RESPONSE: Yes, the Contractor is responsible for providing two (2) vehicles of any color, make, and model.

22. Do the vehicles have to be marked?
RESPONSE: Contractor can use own decals on vehicles.
23. Is there an exhibit with the uniform requirements?
RESPONSE: Please see Exhibit 16 for the uniform requirements that were posted
08/17/2013.
24. Is there a difference in uniforms between the supervisors and the regular guards?
RESPONSE: Please see Exhibit 16 for the uniform requirements that was posted 08/17/2013.
25. Will the supervisor have the direct telephone number to the COR?
RESPONSE: Yes. All contact information will be provided at award.
26. Will Government provide a cell phone for workers?
RESPONSE: No.
27. Is Contractor responsible for providing cell phones to workers?
RESPONSE: The determination will be made by the Contractor.
28. Is the Government or the Contractor responsible for providing radios?
RESPONSE: There is no Government Furnished Property (GFP) provided in this solicitation.
