Evaluation Factors for Award

To be eligible for award of contract, the offeror shall submit prices for each item in Bid Schedule A and Option X+Y. Accordingly, contract award will be made to the lowest responsible bidder conforming to the solicitation, provided funds are available.

Per FAR provision 52.217-5, Evaluation of Options (JULY 1990), the Government will evaluate offers for award purposes by adding the total price for all options to the total price for Schedule A.

Evaluation of options will not obligate the Government to exercise the option(s). If the determination is made to exercise any of the Options, the Contracting Officer will provide the contractor with written notice no later than 180 days after contract award, per FAR clause 52.217-7, Option for Increased Quantity- Separately Priced Line Item (MAR 1989).

PARTNERING

A Partnership recognizes the Government and the Contractor are both responsible and can affect the successful completion of this project. Partnering is a vehicle to ensure the partnership has structure and quality. It recognizes the strengths of each party and uses those strengths to identify and achieve shared goals. One of the primary objectives of Partnering is to facilitate the resolution of disputes in a timely, professional, and non-adversarial manner with the outcome focused on achieving those shared goals.

CFLHD supports the concepts and tenets of Partnering and as such is encouraging the Contractors and it’s subcontractors to establish a Partnering relationship on this project.

A formal Partnering meeting can help facilitate this relationship by helping do document the parties’ common purpose and goals, and ensuring alignment. The goals are mutually agreed upon and address effective and efficient performance within the scope of the contract.

Participation in a formal Partnering meeting is voluntary. Costs of implementing and maintaining the partnership would be agreed to by both parties as described in Subsection 103.05 Partnering of the FP-14. Costs of partnering would be in addition to the contract award amount.

Please indicate your desire to participate in a formal partnering meeting on this project.

(___) We would like to participate in a formal partnering meeting.

(___) We do not want to participate in a formal partnering meeting.

CO FLAP 209(1)

Cottonwood Pass Road that will meet the grading and quality requirements of the contract. It is not feasible to ascertain from samples the quality of materials for the entire deposit due the nature of the material deposit.

Based on information provided, if the contractor elects to use this site as a materials source for production of aggregates the contractor is to determine the work required and equipment necessary to produce specification material.

This source is reserved solely for work contained in this contract and material may not be sold, exchanged or given to other parties, unless approved by the CO. Rights to use of this site are non-transferable and not-assignable.

The reclaimed low point elevation of the site may not be lower than the adjacent wetland area.

Excess crushed material is to be left in stockpiles.

If the Contractor elects to use the material source, prepare and submit a Material Source Development Plan. Use the project Geotechnical report to develop the Material Source Development Plan. The Plan will be approved by the CO prior to performing work within the Government-provided source. The Material Source Development Plan is to include all the requirements of sub-section 105.02 and the following:

Written methods used to optimize source materials to produce the aggregate type, quantity and quality required;

Written development sequencing, topsoil striping stockpiling erosion control, access and egress locations;

Written development to ensure all work will be contained within the limits approved;

List of equipment to be used;

A site plan indicating: anticipated location crushing equipment, stockpiles and hot plant, access roads; and

Site remediation and restoration plan.

The contractor may use the county water source located at station 396+80 Rt. If water restrictions are required, alternate water sources and additional requirements may be necessary.

105.04 Storing and Handling Material. Add the following after the third sentence of the second paragraph:

For Contractor-located, non-commercial staging, storing, and material handling areas, secure environmental clearances according to Subsection 107.10. The contractor will need to obtain a “Short Term Water Use Permit” from the Upper River Water District. Contact Frank Kugel 970- 641-6065.
