Federal Motor Carrier Safety Administration (FMCSA) Statement of Work for Security Modifications

Office Location: Sam Nunn Atlanta Federal Center, Bridge Building, 61 Forsyth Street, Suite 3B15 (GA Division Office) Atlanta, GA. 30303

Location Threat Level: III

This statement of work contains the physical security standards for improving the protection of all Federal Motor Carrier Safety Administration (FMCSA) facilities. The primary objective is to provide the design team with the installation criteria for an “Intrusion Detection System” for existing and new office spaces. A large percentage of FMCSA facilities are located either in a U. S. Federal Building or in Commercial Leased Space. These sites usually require a higher level of security, detection, and screening that includes: X-ray screening, walk-through metal detectors (WTMD), hand-held metal detectors (HHMD), and security cleared access cards.

The physical security standards used meets the following criteria:

Homeland Security Presidential Directive (HSPD) 7; Critical Infrastructure Identification, Prioritization, and Protection, December 2003 Homeland Security Presidential Directive (HSPD) 12 Policy for a Common Identification

Standard for Federal Employees and Contractors, 2004 Homeland Security Presidential Directive (HSPD) 20, National Continuity Policy, 2007 Executive Order 12472: Assignment of National Security and Emergency Preparedness

Telecommunications Functions, April 3, 1984 (amended by EO 13286 of February 28, 2003 and changes made by EO 13407 June 2006)

Presidential Decision Directive (PPD) 62: Protection Against Unconventional Threats to the Homeland and Americans Overseas, May 1998

Presidential Decision Directive (PPD) 67: Enduring Constitutional Government and Continuity of Government Operations, October 1999 (Superseded by HSPD-7)

As part of the master plan, FMCSA conducted risk and vulnerability assessments for each facility. Most of our facilities are levels 1-2 (low risk).

Installation Federal Motor Carrier Safety Administration (FMCSA) requires the purchase, installation, and commissioning of an integrated HSPD-12 compliant access control, intrusion detection and CCTV closed circuit television (CCTV) system for this field office. Security system cannot be cloud based.

The contractor will install a complete Intrusion Detection System (IDS). The IDS specified herein shall include an Alarm Control/Communicator Panel, built-in telephone line monitor, up to 1000 event memory logger accessible via control keypads, real time clock, calendar, test timer, battery charging/voltage supervision circuitry, ground fault detection circuitry, battery lead supervision, diagnostics displays, time/even-based scheduling system, lightening/EMI protection circuits, and the associated optional modules and components for complete IDS. The IDS shall be installed and programmed to allow these devices to perform their respective functions without demerit, malfunctions, or false alarms.

Installed equipment must meet the specifications of HSPD12 guidelines. Contact the agency Security Officer for clarification.

1. Install HSPD-12 Compliance Card Readers (PIV/Key Pad). The Contractor shall install PIV Readers (200 bit) on all entrances to the facility/office (front and back door, driver waiting area and employee entrance). The mounting height shall be ADA compliant. The system will consist of appropriate magnetic contacts (recessed or surface mounted) on all perimeter doors and electric strike. The location of the card readers will be located at the front and back doors and the LAN room.

2. Install electronic locking hardware on doors exterior doors and door from reception to operational area.

3 . Install cameras as indicated herein and in the enclosed schematic drawings. All cameras should be 510 LOR, low LUX, auto iris, color, day/night digital camera. Location of cameras can vary based upon layout. (no cameras will be installed in the employees work area). The camera should provide an unobstructed and adequately view for employees and visitors with disabilities. FMCSA will provide the specific requirements for the installation location of cameras for this site. It is anticipated there will be 4 cameras based on the layout to include one outside the entry door to suite.

4. Vendor will install JP Series AIPHONE no smaller than 7” screen. Vendor will furnish and install an Aiphone at all doors where visitors would enter. With the installation of an Aiphone, we will need 3 access Monitors (to view the front door visitor) within the building space. Access links will be installed in the following locations: 1) Reception Desk, 2) Operational Area as determined by supervisor, 3) Supervisor’s office.

8. A survey of the LAN room will be necessary in order to facilitate the security install since each room dimensions will vary. In some instances, the LAN room is too small to accommodate the addition of a separate locking rack and measurements will need to be taken to specify the appropriate replacement rack. In the event a replacement rack is necessary, please work with FMCSA IT to determine the specifications necessary to house current infrastructure as well as newly procured security equipment. Scheduling will need to occur in advance to ensure someone from FMCSA IT is on-site to assist during the existing equipment removal & re-install.

9. Install the security control panel box in the LAN Room. The security panel should have a battery back-up sufficient to provide four hours of service. LAN Room rack will need to be installed.

Where security equipment will be wall mounted, a 0.75 inch (19 mm) fire-rated plywood (or comparable material) shall cover the wall. Where security equipment will be rack mounted, provide securable security equipment cabinets. All incoming and outgoing conduit shall terminate/originate at metal wire troughs mounted above the security equipment cabinets or racks. All equipment mounting conditions shall include dedicated horizontal and vertical wire and cable management systems. All equipment that is rack mounted or installed in a security console shall be clearly labeled as to its identification. Labeling, such as in the case of FMCSA monitors, may be programmed with a message embedded or programmed on the monitoring screen.

10. The contractor will provide all management, supervision, manpower, labor services, parts, supplies, tools, test equipment, lifts, ladders, packaging and shipment of items necessary to perform overall installation of the security equipment for this project. The contractor shall plan, schedule, coordinate and ensure effective performance of all work being provided.

(NOTE: These lines should NOT come off the phone system Private Branch Exchange (PBX), but rather direct from the local telephone company network directly to the alarm panel. This will require the installation of a dual line switcher to detect the loss of telephone line voltage and polling of voltage for both lines to insure phone line integrity.

The contractor will install two (2) RJ31X jacks inside of the alarm panel and will ensure they are properly wired to affect line seizure in the event of an alarm. The alarm system will have two (2) Ditek MRJ31XSCP-RUV surge protectors, installed ahead of and in addition to the standard RJ31X jacks referenced above.

16. After the Intrusion Detection System, has been fully tested and accepted, the Contractor shall provide training on to DOT FMCSA employees on site. The training for the Intrusion Detection shall be sufficient to enable all attendees to have a good general understanding of the components, arming and disarming the system, the operations manual, and how to reset the system. A complete set of operating manuals and all device associated software shall be provided to the DOT FMCSA office for the operation and maintenance of the system.

17. The contractor shall coordinate with the DOT FMCSA point of contact to order and have installed one (1) commercial analog telephone lines for dedicated use (primary and backup) by the alarm control panel.
