RFP No. DJF-18-1800-PR-0004621 Mobile Communications on Light Trailer (COLT) Platforms
Purchase Description For
June 04, 2018
1. DESCRIPTION OF SERVICES/INTRODUCTION: The Federal Bureau of Investigation (FBI), Emergency Communications and Interference Group (ECIG), Radio Systems Unit (RSU) and Radios Coordination Unit (RCU), requires the purchase of two Mobile Communications on Light Trailer (COLT) Platforms to support the FBI Anti Task Force (ATF), US Marshal Services (USMS), and Drug Enforcement Agency (DEA) components by giving the shared land mobile radio (SLMR) access to up to four repeaters pre-configured to tie in directly either via Microwave, LTE or Hardwire access into the RSU/RCU SLMR system.
2. BACKGROUND: The RCU, RCU is responsible for providing emergency radio communications support for the FBI field offices, which enables offices to contact FBI Headquarters and adjacent field offices in the event of prolonged grid-down communications outages due to natural disasters, system outages and any unforeseen threats to day-to-day terrestrial communications systems.
Beginning in the third quarter of fiscal year 2017, the RSU and RCU’s began assessing its need to provide multiple DoJ components with standardized, mobile radio communications equipment, as mandated by the Operational Technology Division (OTD) Radio Policy Guide, to afford the RSU and RCU Radio Program Incident Deployment (RaPID) Team with a mobile emergency radio communications system as the missing link in the rapid deployment posture for support of natural disasters, major case support, Special Events Rating Level III (SERL III) events, and local offices support in austere environments.
As a result, RCU developed a plan to provide multiple DOJ components with a robust and resilient communications package to be installed by RSU and RCU personnel to provide the missing link in the rapid deployment posture by both units, in support of natural disasters, major case support, SERLIII events and local offices support in austere environments. The plan entails procuring two mobile radio equipment enclosure paired with two 100' foot aluminum radio antenna tower with onboard power and grounding, appropriate guy-kits, and feedline management systems. These communications system is designed to quickly change coverage results in the event current SLMR infrastructure may not fully provide the handheld and mobile radio coverage as needed by all component partners. The mobility of this communications package is not fully realized by current capabilities by either RCU or RSU, and this system is designed to fill the gap in the mobility aspects necessary to fully support any/all DoJ component partners.
3. SCOPE: The Contractor shall build and deliver two (2) Mobile COLT platforms that meet all required minimum salient characteristics and mobility requirements as specified in this purchase description (PD); except as provided in paragraph 6 Government Furnished Property (GFP).
