About this file

This document is a deliverables specification detailing an 8-phase timber sale preparation process for the Bureau of Indian Affairs (BIA) Navajo Region. The project involves preparing a timber sale area through comprehensive documentation and field work at Oak Ridge.

The eight sequential phases require: 1) establishing and marking the sale boundary with visible paint and flags, 2) documenting area accessibility including roads, skid trails, and log landings with special attention to streams and wetlands, 3) conducting stand exams to collect habitat and tree data, 4) developing a silvicultural prescription, 5) preparing an environmental assessment, 6) marking timber for harvest, 7) collecting and analyzing timber cruise data for volume estimation, and 8) developing a forest product appraisal to determine fair market value. Each phase requires draft reports with maps for BIA review and approval, with final deliverables submitted in both PDF and Microsoft Word formats. The contractor must provide regular progress updates and cannot copyright or use project data without government consent.

Text version

The deliverables shall be done in phases to the point where the timber sale can be advertised for sale. The phases include 1) establishment of the sale boundary, 2) determining and defining accessibility of the sale area, 3) conducting stand exams 4) development of the silvicultural prescription, 5) development of an environmental assessment. 6) mark timber for harvest in accordance with the silvicultural prescription, 7) collecting timber cruise data, and 8) develop a forest product appraisal.

Deliverables shall be conducted in the field and in the form of brief written reports from the contractor along with updated maps that show the progress made in relation to completion of the phase that the project is at. Any required notification shall be included in the report, including dates, person(s) contacted and disposition of the finding. These reports shall be submitted as a draft document subject to review by BIA staff. BIA comments shall be addressed by the contractor in the final reports prior to submission and acceptance.

When a draft report is approved, the contractor shall prepare a final version of the report in Adobe Acrobat pdf format for distribution and two (2) electronic file copies in Microsoft Word® format one read-only and one writeable version marked for “BIA Use Only”. The BIA NRO shall be the owner of all documents prepared by the contractor. The contractor shall not copyright or write protect any documents or utilize any data from the project without consent of the Government.

Deliverables:

1. The first phase will consist of the following deliverables:

The contractor shall prepare a draft report that documents all activities associated with the establishment of the timber sale boundary. The draft report must include a brief summary and progress maps in relation to the establishment of the timber sale boundary perimeter. To accomplish this task, the contractor must flag and paint the established timber sale boundary. The paint must be clearly visible on the boundary trees through the “line-of-sight” method and these trees cannot be cut down or moved. This phase of the project will conclude when 1) the polygon representative of the timber sale is “closed”, meaning the start and end points meet, 2) the timber sale is “mapped” and printed, and 3) the total acres for the sale have been accounted for.

2. The second phase will consist of the following deliverables:

The contractor shall prepare a draft report, with maps, that document the accessibility of the timber sale area. Roads (the road network used to access the timber sale), skid trails (trails used for harvesting operations), and log landings (cleared areas where harvested logs are processed, piled, and loaded onto trucks) that make up the transportation network will be identified within the report and accompanying maps. In addition, any roads, skid trails, and landings near or crossing streams or wetlands are to be included. The reason being is that this information may assist potential timber harvesters in preparing sediment control plans when working around streams and wetlands, should these be present. This phase of the project will conclude upon inspection, via direct observation of an area by means of a site visit (“ground truthing”) and accepting the reports and maps.

3. The third phase will consist of the following deliverables:

The contractor shall prepare a draft report that documents the stand exam data collected within the timber sale boundary. This data must include, at a minimum, the habitat type, tree species, diameter, height, and tree quality of trees in the stands in sufficient detail to prepare a silvicultural prescription.

4. The fourth phase will consist of the following deliverables:

The contractor shall prepare a draft silvicultural prescription that will be applied to the timber sale.

This document will outline the treatment(s) that are to be done to change the composition and structure of the forest stand so that forest management goals are met. This phase of the project will conclude upon acceptable review of the document created.

5. The fifth phase will consist of the following deliverables:

Unless one has been developed, the contractor shall prepare an environmental assessment (EA) that will be applied to the timber sale. This draft document will provide an assessment of the environmental attributes of the site and the potential impacts of the planned forest land management activities. This phase of the project will conclude upon acceptable review and approval of the document created.

6. The sixth phase will consist of the following deliverables:

The contractor shall mark the timber for harvest in accordance with the approved silvicultural prescription. This phase of the project will conclude upon inspection, via direct observation of an area by means of a site visit.

7. The seventh phase will consist of the following deliverables:

The contractor shall prepare a draft report that documents the timber cruise data collected within the timber sale boundary. This data must include, at a minimum, the tree species, diameter, height and tree quality of trees in the stands. The cruise analysis within the draft report must include the estimated volume of the timber sale area. An accurate assessment of these factors is necessary to determine the value, or worth, for the timber sale. This phase of the project will conclude upon acceptable review of the document created.

8. The eighth phase will consist of the following deliverables:

The contractor will prepare a draft report that documents a forest product appraisal for the timber sale area. A forest product appraisal must be developed that estimates fair market value by species and product, that is obtained through transactional evidence from similar sales, residual value analysis, or other approved methods. This phase of the project will conclude upon acceptable review of the document created.
