About this file

This is a Questions and Answers document for solicitation 140A0925Q0005, addressing contractor inquiries about timber sale preparation services for the Bureau of Indian Affairs Navajo Region.

The document clarifies three key points: 1) The stand exam and timber sale cruise requirements cover the entire timber sale area of 9,862.85 - 10,005.3 acres (potentially up to 10,495 acres), with stand exam data needing sufficient intensity to establish current forest conditions and develop silvicultural prescriptions aligned with the Navajo Nation's Ten-Year Forest Management Plan; 2) The contractor will develop components of the Forest Officers Report (FOR) but is not responsible for the final FOR, with all deliverables required in both hard copy and editable electronic format; and 3) Proposal submissions should be sent via email to Contract Specialist Lynelle Benallie at lynelle.benallie@bia.gov unless otherwise directed.

Text version

I have attached our response to the first set of questions, that you may share with the contractor.

1. Stand exam (Phase III) is to be completed; the Performance Statement of Work and Deliverables both indicate a second cruise is to be completed above and beyond the stand exams.

a. Is the stand exam inventory portion for the entire project area?

1. Yes. It would be for the entire timber sale area, 9862.85 - 10,005.3 actual acres anticipated, but could be up to 10,495 acres.

2. The stand exam data collected should be at an intensity, sufficient to establish the current condition of the forest stands and develop a silvicultural prescription(s) that aligns with the Navajo Nation’s Ten-Year Forest Management Plan.

b. Is the timber sale cruise for treatment blocks only?

1. Yes. It would be for the entire timber sale area, 9862.85 - 10,005.3 actual acres anticipated, but could be up to 10,495 acres.

2. The Timber Cruise will collect data on specific forest products identified for harvest. Data will be used to prepare a forest product appraisal. The Timber Cruise will be conducted after the forest stands are marked/painted for treatment (leave tree or cut tree) based on the silvicultural prescription(s) developed. The Timber cruise should be conducted at an intensity, sufficient to prepare a Predetermined Volume Sale.

c. Are stand exams required to be completed for all 10,495 acres within the project area?

1. Yes. It would be for the entire timber sale area, 9862.85 - 10,005.3 actual acres anticipated, but could be up to 10,495 acres.

2. The Forest Officers Report is not part of the RFP. Does one need to be prepared for the Oak Ridge Timber Sale?

1. The contractor will be developing components of the Forest Officers Report (FOR) however a final FOR is not anticipated from the Contractor. All deliverables are expected to be provided in hard copy and editable electronic copy format.

3. I did not find submission instructions. Please confirm submission is via email to Lynelle Benallie, Contract Specialist (505) 863-8404, lynelle.benallie@bia.gov

1. Confirmation via email to Lynelle Benallie, Contract Specialist is acceptable unless directed otherwise by Ms. Lynelle Benallie.
