Q & A Session Repair Malabang Trail

1. Will there be a minimum street width in narrow areas for asphalt, if so what is the width?
The minimum width of the existing roadway is 14-feet.
2. Will there be a requirement to restripe road if the width is under TxDot lanes requirements?
The Government desires white edge line striping regardless of road width. Roadway width of 18 feet or greater should have a yellow dashed centerline and double solid yellow line on curves.
3. What are the existing widths of the road?
The Govt has determined that the roadway widths are: 14-ft, 18-ft, 22-ft, and 27-ft.
4. Is the 2-foot shoulder requirement already included as part of the existing road?
The 2-foot shoulder is to be added to each side of the current road width.
5. The road does not really have an existing crown, what will be the required specifications that will need to meet and whether the contractors can reuse the milling material to build up the crown.
Reuse existing millings to build up the crown: Millings shall not be used to build up the crown. In accordance with SOW para. 1.3.9 Reworking Base - The Contractor shall rework the existing base by bringing in new base material as required to meet proposed grade and 2% grade cross slope and rolling it and moisturizing it until it achieves compaction requirements and is in accordance with City of San Antonio Standard Specifications: Item 200 Flexible Base, Item 216 Proof Rolling, Item 220 Blading, Item 230 Base and Pavement Replacement.
6. Is on-site water available?
Yes. There 2 overhead water sites on Wilderness Trail, Cp Bullis.
7. Are there “Phases” on the project?
No. Not directed by the Govt. The Contractor may develop phases for Traffic Control purposes, etc. and will need to discuss with Contracting Officer prior to execution.

8. Are there “Historical Culverts” to be repaired?
No. Any culverts should be left alone by Contractor.
9. Can milling be used to create crown?
No.
10. Government wants 2 Ft Wide Shoulders in addition to the existing width of the road?
Yes.
11. If unable to add 2ft wide additional shoulders, do you repave to existing width?
Where this situation exists, Contractor shall bring it to the attention of the Contractor prior to execution.
12. Is primer acceptable for use on sub-base?
If you mean Prime Coat, No.
13. “Crown” the entire road?
Yes
14. Restore existing vegetation of damaged?
Yes.
15. Paving to meet concrete pads at a ATV crossings?
The concrete pads that cross the road periodically: Contractor shall pave up to the edge of the concrete. Tack Coat on the concrete is required. Contractor shall establish a smooth transition from the asphalt to the concrete.
16. Are you limited to how much road you can tear up?
No.
17. Are you required to start in a certain place?
No. I would recommend that Contractor mill and overlay the pavement at Combat Village up to County Rd first, so it can be used. This would help with detour because the people using the site would detour up Lewis Valley Rd to County Rd to get to that site.
18. Can milling be used or does it have to be taken off site?

Milling shall be taken off site.
19. What is the proposed width of the final road?
The road varies along the way but the various widths along the road are 27’, 22’, 18’, 14’.
20. Must we hire an RPLA to complete the surveying?
No.
21. What constitutes turf establishment (TXDOT has an 80% rule)?
Contractor is responsible to re-establish turf.
22. What is the seed/hydromulch specification (rye/bermuda)?
The project specification calls for sodding, not hydromulch.
23. Can we leave the milled asphalt on the Base?
No; milled asphalt cannot be left on base.
24. Can we use the millings to create the crown and or cross slope?
25. Is the Flexible Base specified A-2?
Yes.
26. Is the HMAC to be PG6422?
Pg. 70-22
27. Where is the striping plan and what colors are to be used?
Contractor shall develop striping plan. White edge line on both sides of entire road.
On roadway greater than 18-foot wide yellow dashed lines or solid double yellow on curves for no passing.

28. Can we use the water from the overhead tanks on the Base?
Yes. No cost to Contractor for water.
29. Is there any culvert or bridge work in this scope?
30. Will the base issue any drawings?
There is no design in project, so base will not issue drawings. Also, there are no as-builts available.
31. Will we encounter any contaminated material?
The government is not aware of any contaminated material.
32. Will there be any restrictions on the amount or length of road we can work at any one time?
33. Will time extensions be permitted due to inclement weather?
The government will not be held responsible for delays as a result of inclement weather provided the contractor notifies the government in writing (see FAR 52.249-10)
34. Will there be an extension for the bid?
If there is any extension, the announcement will be published on FBO.
35. Can we leave the mulch on-site from the clearing?
The government did not anticipate the need to clear anything. However, if there is some clearing mulch can be left onsite if it is spread like mulch already on site.
36. Will the project work plan require separate approval?
Yes.

37. Two specifications were provided (FA301618B0004 Attachment #2 and the 2008 City of
San Antonio Standard Specifications for Construction); which document is considered primary for construction?
Attachment 2.
38. Which CLIN do we put the asphalt paving?
CLIN 0003 Pavement and Markings
39. CLIN 0002 has estimated 106,200 SY. This appears to be a SF amount. Please confirm unit of measure.
Estimated quantity will be changed to reflect 10,620 SY
40. Is there an Estimated CY or SY of asphalt to be provided similar to the other CLINs that provided estimated quantities?
CLIN 0003 is estimated to be 46,224 SY
41. Questions 14 and 21 are consistent as the response is to restore or re-establish existing vegetation if damaged, and the existing vegetation is native grass. However the response to question 22 indicates sodding, not seed or hydro-mulch. There is no existing sod on the trail, and the SOW does include hydromulch per section 1.3.7.
The City of San Antonio does not have a Seeding Specification, they only allow Sodding or Hydromulching. The only alternative to restore vegetation is to Hydromulch.
