About this file
This document is a Request for Proposal (RFP) issued by the Arizona Department of Administration's State Procurement Office for Biometric Products and Services. The solicitation (Number ADSPO18-00008040) is a statewide contract that allows multiple Eligible Agencies and Co-Op Buyers throughout Arizona to purchase biometric-related goods and services. Gemalto Cogent, Inc. was the awarded contractor, with the contract effective from November 1, 2018.
The contract covers a comprehensive range of biometric products and services, including biometric identification systems, hardware, software, cloud storage, maintenance, customer support, and related technologies. Key components include the Arizona Automated Fingerprint Identification System (AZAFIS), electronic fingerprint and palm print processing, facial recognition, iris scanning, mobile identification devices, and various access control systems. The contract is structured as an indefinite delivery, indefinite quantity (ID/IQ) agreement, meaning agencies can purchase services on an "as needed, if needed" basis with no guaranteed minimum purchase. Pricing is based on fixed discounts off public price lists, with the ability to update pricing periodically. The contract term is one year, with potential extensions up to a maximum of five years, and allows for statewide and cooperative purchasing across Arizona's governmental entities.
