About this file

This document is a State Procurement Office (SPO) Form 101 - Competition Impracticable (CI) Procurement Authorization form for the Arizona Department of Administration (ADOA) Statewide Procurement Office. The requestor is Jim Atkins, Statewide Procurement Manager, and the form involves multiple suppliers including Morpho USA Inc, NEC Corp of America, Dataworks Plus LLC, Tech5 USA Inc, and Fieldprint Inc.

The procurement is for biometric products and services, including the ABIS Core System and maintenance, EFAP, facial recognition, iris and/or retinal scans, photo and electronic identification, ten print, palm print, and latent print identification, and electronic biometric identification for security requirements. The request is for a 6-month contract extension with an estimated cost of $1,292,621.31, to provide time to complete a new solicitation. The current workload and staffing make immediately completing a new solicitation impractical, with a tentative solicitation plan running from October 2025 to February 2026 and an award/transition period from March to April 2026. The extension is intended to prevent service disruption for state agencies and cooperative members, particularly for law enforcement and employment background checking purposes.

Text11: To prevent a disruption in service, and ensure a continuation of the Biometric Statewide contract set that all State agencies and Cooperative members utilize for Biometric products and services. Numerous agency and cooperative members utilize these contracts, primarily law enforcement, with the Arizona Department of Public Service (DPS) being the largest user. One of the main uses of this contract set is the Arizona Biometric Information System (ABIS) that is used by law enforcement for Mug Shot and Fingerprinting capture and identification. The Electronic Fingerprint Application Processing (EFAP) is another function of the contract set allowing the capture of fingerprinting for employment and volunteering jobs and other background checks.

Text12: Given the current workload and staffing completing a solicitation and awarding new contracts is not possible before the current contract expires on 10/31/2025. The request is for a 6 month extension to provide time to complete the current Solicitation that is in development. Anticipated release date is late September/early October.

Pursuant to R2-7-702 A4, fair and reasonable pricing is supported by historical price data.

Tentative solicitation plan In process – SOW Development Oct 2025 - Feb 2026 – Solicitation period Mar 2026 - April 2026 - Award/Transition period to new contracts

Cooperative usage From conversations with several cooperative members, extending the current contacts via a CI should not create any issues with continued use.
