About this file
This is a mandatory compliance affidavit required by Hillsborough County Public Schools (HCPS) in Florida for the Infrastructure Communications Failure Systems contract (ITB 26031-MST). The affidavit pertains to verification that contracting entities do not have ownership or controlling interests in foreign countries of concern as defined under Florida Statute 287.138. Vendors must certify compliance prior to contract award. Technical questions are due February 5, 2026, at 5:00 PM EST, with final bid submissions required by February 19, 2026, at 5:00 PM EST through the VendorLink vendor portal. The contract term begins upon School Board approval and includes automatic renewal for up to four additional one-year periods, contingent on appropriations, contractor performance, continued need, and mutual agreement.
The affidavit specifically restricts contracts with entities owned by or having controlling interests in the following countries of concern: China, Russia, Iran, North Korea, Cuba, the Maduro regime in Venezuela, and Syria. This compliance requirement is mandatory for all prospective contractors and must be executed before contract award. Vendors must also comply with Florida Statute 787.06(13) regarding labor coercion practices. The affidavit serves as a critical compliance document alongside other required documentation, including the Vendor Registration Form and price sheets with hourly rates and markup percentages.
