About this file

This price sheet is a bidding document for Hillsborough County Public Schools (HCPS) in Florida related to Invitation to Bid (ITB) 26031-MST for Infrastructure Communications Failure Systems. The procurement seeks supplemental maintenance and repair services for Nortel/Avaya telephone systems and Honeywell Vista Series security panels. HCPS anticipates an estimated annual usage of 75 hours for standard labor rates (Monday-Friday, 6:00 AM to 6:00 PM) and 25 hours for non-standard labor rates (Monday-Friday 6:01 PM to 5:59 AM, Saturday/Sunday/Holidays) across three service sections: Telephone Systems, Security Systems, and Non-Proprietary Communications. Technical questions are due by February 5, 2026, at 5:00 PM EST, with final bid submissions required by February 19, 2026, at 5:00 PM EST through the VendorLink vendor portal. The contract term begins upon School Board approval and automatically renews for up to four additional one-year periods, contingent on appropriations, contractor performance, continued need, and mutual agreement.

Vendors must submit firm fixed hourly labor rates for both standard and non-standard hours across all three service sections, along with cost-plus markups not exceeding 15 percent for infrastructure materials, rental equipment, and vendor-sourced items. Invoice copies documenting actual contractor costs must be provided to support all material and rental charges. Prospective contractors must meet minimum qualifications including five years of maintenance and repair experience with both Nortel/Avaya telephone systems and Honeywell Vista Series security panels, at least one certified technician dedicated to each system type, and physical office locations within Hillsborough County or adjacent counties (Polk, Pasco, Pinellas, and Manatee). Vendors must carry comprehensive insurance with workers' compensation, general liability coverage ranging from $500,000 to $1,000,000 per occurrence, and commercial automobile liability, with HCPS listed as additional insured. Price increases at contract renewal are limited to the lesser of three percent or the Consumer Price Index inflation rate for the Tampa-St. Petersburg area. All pricing must include F.O.B. Destination terms with delivery charges to Hillsborough County locations, and HCPS encourages utilization of Office of Supplier Development-certified small business enterprises through its Small Business Encouragement Program.
