Re: FY 2024/2025 Digital Orthophotography: Orthophoto Project Area 1 (Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Madison, Suwannee, and Taylor)
Dear Ms. Ballard:
On behalf of the Mapping Division of The Sanborn Map Company, Inc. (Sanborn), it is my pleasure to provide you with this letter of interest to the Florida Department of Revenue (FDOR) for the FY 2024/2025 Digital Orthophotography: Project Area 1 (Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Madison, Suwannee, and Taylor) under the Florida County Digital Orthophotography Program (FCDOP).
It has been Sanborn’s privilege to provide mapping services to FDOR since 2006 for digital orthoimagery development, and we are grateful for the opportunity to work with FDOR again. Sanborn is thoroughly familiar with FDOR specifications and your mapping needs, and our history of developing digital orthophotography for you offers a good model for guaranteed quality work and our commitment to schedule.
Project Area
The project area to be mapped consists of 7,770 5000 by 5000-foot tiles (cells) (approximately 6,968 square miles), as defined in the Group1_21_22.shp files received from FDOR on September 6, 2024.
Time and Budget Requirements
We understand the mission-critical nature of this project, and the need to produce quality orthoimagery on time, on budget, and to your specifications. We are committed to acquire the imagery as soon as given notice to proceed, with completion of aerial imagery prior to January 30, 2025, and completion of all product deliveries no later than May 1, 2025. Proximity to Project Location
At this time of year, we strategically move the required acquisition resources to the southern states of Florida, Georgia and South Carolina, to stay within close proximity of the projects scheduled for acquisition during the late fall/early winter. Sanborn owns and operates 15 aircraft and five (5) UltraCam Eagle imagery sensors, which provides assurance that the critical acquisition phase will be completed efficiently and on schedule.
Mr. Gary Eaton, Florida PSM No. LS0006319, will oversee the mapping from our Charlotte, North Carolina, office. The orthophoto production will also be performed in our Charlotte office with additional resource production support from our Colorado Springs, Colorado, office.
Current and Projected Workload
Sanborn’s earned value management (EVM) environment, in addition to multiple supplementary tracking systems, enables integrated management of the entire project lifecycle. This project management and production tool is used to develop and track all project resources and the schedule throughout the life of the project, from design and proposal development, to implementation, and change management. Project schedules and resource allocations are modeled in the EVM as early as the proposal stage, then developed and maintained over the entire life of the project. For FDOR’s program, as the collection and processing moves through the timeframes, updates to the EVM allow Sanborn to reallocate resources if necessary and to direct additional assets to cover equipment failures, weather problems or changes in the capacity plan as a result of changes in the collection activity.
The graphs on the following pages illustrate our EVM resource analyses. The graphs show significant capacity for airborne imagery acquisition, airborne GNSS/IMU processing, image processing (pre-rectification), aerotriangulation, compilation/GIS (DEM ingest and update), and imagery (post processing orthorectification). Based upon this analysis, Sanborn has plenty of capacity to take on the proposed scope of work.

Our current workload throughout all phases is as follows:
Scope of Work
All surveying and mapping work performed will meet the Standards of Practice Chapter 5J-17, F.A.C., pursuant to Chapter 472, Florida Statutes. Sanborn is committed to meet or exceed all quality and accuracy requirements as detailed in the Request for Proposal (RFP). The proposed project will include the following items and components:
Acquisition of new imagery using a digital aerial camera capable of collecting multispectral imagery in natural color (RGB bands) and near infrared (IR band N), with a resolution of 6-inches Collection of ABGPS/IMU-controlled vertical color imagery for this project will be performed by
Sanborn with the advanced UltraCam Eagle digital aerial camera system with our new 3rd generation architecture. The fixed frame design and photogrammetric based engineering provides accuracy that will meet the required FDOR imagery specifications. All images will be obtained under cloud free conditions and will be free of obscuring haze, smoke or other atmospheric conditions. All images will be collected with a sun angle no less than 30 degrees. Imagery will be acquired at a density in the “high-rise” urban areas such that all road networks are clearly visible and that buildings show no signs of excessive tilt or lean
Acquisition of data during the specified flight season, from October 1, 2024, through March 15, 2025.
Sanborn is committed to acquire the imagery prior to January 30, 2025, weather permitting
Establishment of new photo control points or recovery of a network of ground control as needed to support the Orthophoto mapping. anborn’s proposal includes 61 ground control points and 101 checkpoints for a total of 162 survey points. Sanborn is confident that this plan will meet or exceed the accuracy requirements of the program.
Sanborn will utilize existing ground control on this project to the fullest extent possible, and augment it with new, photo-identifiable or targeted ground control points where needed. Using the ground control survey information, camera calibration information and Airborne GNSS/Inertial Measurement Unit (ABGNSS/IMU) data acquired during the aerial flight, a Fully Analytical Aerial Triangulation (FAAT) solution will be completed, establishing the accuracy standards set by FDOR for updating or generating a new terrain model as needed, and creation of the orthoimagery.
Sanborn reserves the right to utilize our long-standing Independent Contractor, Steven A. Wood, FL PSM 4128 for ground control survey process.
Unless otherwise approved, all Airborne GNSS/INS trajectory corrections will be directly referenced to the Florida Permanent Reference Network (FPRN)
Sanborn will provide early access to the vertical imagery within 7-14 days of the individual flights via our Sanborn Image Analyst™ software. This service provides a “quick view” of the collected imagery and is presented as a URL (WMTS) that can be used in ArcGIS Desktop or other free, open-source software for GIS that consumes OGC web map services. Please note that this imagery has not been through the aerial triangulation, seamline or radiometric adjustment processes and is not the final orthoimagery product. Access to the imagery allows users to begin interacting with the imagery in a timely manner and represents a quick look at recently captured images.
Update and delivery of the existing lidar DEM, or development of a new DEM. Sanborn will ensure that the DEM used for the orthorectification will be up-to-date and accurate in order to support the 6-inch (1”=100’) resolution accuracy specification
Production of 6-inch Orthorectified image tiles, with four bands, consisting of 8-bits per band natural color (RGB) and near infrared (NIR)
Development and delivery of a Seamline Feature Class Supplemental documentation, reports, and deliverables created as a part of the production process, as outlined in the RFP, including a survey report, signed and sealed by a Professional Surveyor Mapper (PSM), boresight calibration files, and metadata compliant with the Federal Geographic Data
Committee's (FGDC) Content Standard for Digital Geospatial Metadata for each GeoTIFF image file and the DEM (which documents the source, enhancements made, and density of the DEMs utilized for the orthoimage production)
Data consistency and quality is of critical concern for every project. All Sanborn offices are ISO 9001:2015-certified and adhere to an established Quality Management System (QMS), ensuring a production workflow that produces exceptional quality. This is accomplished through rigorous quality testing of the interim dataset at all phases of the production process, and closed loop feedback communications with production staff to ensure our staff meet customer expectations and understand the FDOR’s specifications. Sanborn places an emphasis on problem prevention rather than dependence on detection after occurrence. Sanborn management will exercise tight control over the project, and coordinate our efforts with those of FDOR’s management and staff to ensure that this project is completed on time, to specification, and within budget
All final digital orthophotos and control points are to be geo-referenced and projected in North American Datum of 1983/2011. The map projection referenced will be to the appropriate Florida State Plane Zone Coordinate System in units of U.S. Survey Feet. Digital data with vertical information (such as control points and DEM) will be referenced to the North American Vertical Datum of 1988 (NAVD 88), in units of U.S. Survey
Accuracy
Sanborn, an ISO 9001:2015-certified company is focused on quality and will ensure that the final horizontal map accuracy of orthophotography products will be determined using well-defined photo identifiable check points. The positional accuracy required for this imagery resolution is 2.5 feet at the 95% confidence level.
The allowable RMSEx and RMSEy shall be less than or equal to 1.0 feet (2 pixels).
Proposed Cost
Sanborn’s proposed cost for the solution described above is $78.26 per square mile. The combined area is 6,968 square miles for a total cost of $545,315.68.
Our proposal and pricing is based on the Florida County Digital Orthoimagery Program Standards, dated October 1, 2021. If the Standard is updated or changed, Sanborn reserves the right to update our proposal and pricing accordingly, if needed.
We believe that our response has addressed all of the requirements outlined in your request for proposals.
However, should you have technical questions or need clarification on any matter, please contact Mr. Jason Caldwell, Vice President of Business Development and Sales, at (719) 649-3821 or jcaldwell@sanborn.com or Ms. Shawn Benham, Vice President of Projects, at 719-244-2311, or sbenham@sanborn.com.
