Jacobs, led by Joe Martin, PE, has assembled a team of available and highly qualified professionals experienced in off-system LAP projects who will successfully deliver multiple Task Work Orders (TWO) simultaneously for this contract.

Approach and Understanding We have a long history of working with D4 and the municipalities within D4’s purview over the past 35 years. Through these projects, as well as our experience with Districtwide (DW) projects that are TWO driven, we have gained an understanding and unique perspective of how to deliver projects through D4 while meeting the demands of the municipalities. This contract is an innovative approach to support the delivery of various LAP projects for Local Agencies (LA) throughout D4. As LAP projects are not performed by specific LAs with regularity, the opportunity for them to develop continuity in procurement and project execution is limited. This CSC allows for a streamlined process and the development of sustained efficiency across multiple projects. We will be an extension of D4’s and the LA’s resources providing the needed expertise to deliver projects efficiently. The success of this approach relies on D4’s selection of a team that has worked with LAs in the past on off-system facilities, while understanding D4’s management approach and plans delivery policies and procedures. We fully understand the LA design standards and procurement challenges that this contract involves including providing design plans, specifications, and supporting engineering analyses in accordance with LA policies, FDOT policies, and FDOT’s LAP Manual. We are familiar with FDOT’s LAP Manual and the Class A, B, C, and D classification types for LAP projects. These classifications define design criteria and standards (FDM or Florida Greenbook) and determines specifications (FDOT, LAP Big 4, or approved LA specifications), and applicable material testing requirements for construction. We will prepare or obtain all LAP certifications (Utility, Environmental, Permitting, Railroad, and R/W), checklists, and specification packages according to federal requirements including document management in LAP Information Tool. We will review the LA’s boilerplate bid package and construction contracts for each project

375-030-22

PROCUREMENT

to ensure compliance and assist in completion of the LAP Construction Checklist Form. Upon bidding, we will perform the bid analysis and provide recommendation to award. Having worked closely with D4 and LA’s throughout South Florida, we are aware of the critical issues of the LAP program. We will invoice promptly and accurately, ensuring consistent financial activity on the project. We are aware LA’s may be more lenient regarding contractual changes, but time, scope, and funding changes will be problematic for this contract. Preparing accurate construction cost estimates, beginning at Biddability Phase is also imperative to identify and avoid funding issues. We understand the importance of designing around R/W acquisition and are very familiar with the Uniform Relocation Act that must be followed for R/W or easement acquisition. Our proactive utility coordination with Utility Agencies avoids adverse schedule impacts, including potential railroad involvement. Many projects assigned under this CSC will be exempt from stormwater permits, and our goal will be to reduce or eliminate environmental impacts. Public Involvement (PI) will be tailored for to the specific project and LA’s needs. We are prepared to lead or support the PI efforts, including information meetings or public hearings as applicable. We will review LA specifications and contracts and remove non-qualifying language including local preferences and resolve any proprietary items that may be non-qualifying federal reimbursement items.

Key Personnel and Roles As Contract Manager, Joe will apply his 34 years of South Florida design and construction experience managing simultaneous projects and TWO based contracts. Joe’s experience ranges from complex design through minor projects including roundabouts, mobility projects, and over 8 years working as a Project and Design- Build manager for roadway contractors. He will be supported by four

Team Leaders allowing multiple teams to work on concurrent TWOs with aggressive delivery schedules. They will be responsible for the day-to-day production and management aspects of their tasks and will report to Joe. Each team leader has been chosen for their recent experience working with D4 on DW/CSC contracts and off-system municipal projects. They include: 1) Houman Assari, with over 30 years of experience, recently completed a D4 DW design of SR-615 (Kenzot Jasmin, PE, 954.777.4462; 2) Alex Meitin, with over 35 years of experience, is currently managing a D4 CSC TWO of Ocean Avenue 3R project (Thuc Le, PE 954.777.4552); 3) Phil Jacoby, with over 28 years of experience, a task manager for a CSC lighting retrofit contract that was recently completed and 4) Joshua Baimel, with over 23 years of experience, and a recent TWO manager on D4 CSC’s. To ensure the most appropriate support staff level is performing the work, we have assembled Support Teams that will be assigned based on their skill set, availability, and familiarity with specific municipalities. Our team is further enhanced by trusted subconsultants that include Johnson, Mirmaran & Thompson, Inc. (JMT) WG 3.1, 3.2, 4.1.1, 4.1.2, 7.1, 7.2, 7.3, 8.1 & 8.2; ASA Consulting, Inc. Relevant Project Experience We have successfully completed over 45 off-system roadway projects in South Florida, similar to the assignments anticipated under this CSC. These projects consisted of roadway widenings, reconstruction, intersection improvements (including roundabouts and Diverging Diamond Interchanges) bicycle lanes, sidewalks, multi-use trails, and pedestrian bridges to improve connectivity, advance mobility and enhance safety. We have provided countless emergency repair and conventional design services and completed numerous 3R projects for D4 and LAs over the last 35 years. Our 3R design focus is to economically resolve all existing safety and pavement deficiencies through the next rehabilitation cycle. Complete Streets and Lane Diet projects incorporate context-based designs to balance safety for all users, community values, and mobility needs. Many of our past projects have included angle parking and bulb-outs, pedestrian bridges with aesthetic features, wide sidewalks with landscaping, colored/high-emphasis crosswalks, midblock crossings, and decorative lighting.

Our experience with Safety and Traffic Operation Improvements includes pedestrian signals, signalization, street and intersection lighting and retrofit, and addition of turn lanes. We have optimized Signal Timing, Phasing, and Microsimulation for various corridors and isolated signals. We have proficient traffic modeling experts with extensive experience in SYNCHRO, SimTraffic SIDRA, VISSIM, CORSIM and HCS for microsimulation and corridor signal timing optimization. A sample of our previous LAP projects include 3R of Blue Heron Blvd. for D4, City of Doral Public Works Dept.

Canal Bank Stabilization for D6 and 56th Street “Streetscape” for the City of Temple Terrace, FL.

Other Considerations Contract Management Approach: We are committed to delivering a successful project that meets the LA’s and D4’s project objectives, schedule, and budget, while mitigating risks. Joe has four main goals: 1) proactively monitor project status and resolve issues; 2) deliver a high-quality product; 3) ensure on-time milestone delivery;

and 4) maintain all TWOs within design and construction budgets.

Joe will take a hands-on approach for every TWO and begin each TWO by assigning the most qualified Task Team Leader and support professionals. Joe will proactively open the lines of communication between the D4 PM, the LA and our task team leader, by setting up a kick-off meeting for each TWO. A field review will be performed by the team leader and the appropriate discipline leads to fully vet the scope and identify any discrepancies. Any potential issues or discrepancies needing clarification will be addressed through D4 and the LA to ensure the scope is well defined finalized prior to project start up. We will hold early design meetings to review proposed concepts, finalize design criteria and establish hierarchy of decision making. Receiving input from the local agency at this critical point in the design process can significantly minimize the chance for major re-work and ensure that the agency’s needs, and objectives are met. To facilitate this, Joe will develop a Project Work Plan (PWP) that will be available within 10 days of NTP. It will illustrate the efficient, organized, and timely completion of each TWO per the schedule, budget, and contract requirements and will detail the scope, define the work product, establish lines of communication, resource allocation, task sequencing, budget, schedule, and quality control procedures. The PWP is a “living document” being refined with each TWO ensuring TWO issues are documented, monitored, and resolved promptly to eliminate impacts to the project delivery. Joe, as the single point of contact, will run all bi-weekly Task Team meetings and communicate with Task Leaders to ensure expectations are met.

Monthly progress meetings will be held with Mya Williams to ensure proper coordination of the TWOs scope, schedule, and budget. Our approach includes risk assessment, proactively addressing issues, and minimizing the involvement of D4’s PM. Schedule discovery for each TWO will be performed at each NTP to ensure all activities are in conformance with the scope of the project and sequenced properly. Any schedule change recommendations will be coordinated through the PM with D4 scheduling staff. Our PSEE project schedule will be monitored and updated weekly to eliminate the potential of developing negative float on any activity. Our design budget will be monitored monthly using the Earned Value Method to ensure our invoices reflect our progress. Additionally, the overall CSC budget will be monitored to ensure there is sufficient funding to execute all TWO’s including post design services. We will monitor the construction budget using LRE updates through Constructability and detailed engineers estimates based on quantities uploaded to Designer Interface starting at Biddability submittal. LREs and cost estimates will be updated at progress submittals, work program update cycles, or when the scope changes. Our project specific QA/QC Plan is an integral process that begins with contract execution, continues through design, and ends when construction is completed. As the prime, we are responsible for the quality of all documents prepared by our team and all internal work products will be checked as they are completed. The plan follows FDOT procedures, use checklists, require constructability reviews, and incorporates lessons learned from our past design/construction experience. On a recent “goes with” contract, our QC process captured a grading discrepancy between the two projects, caused by each team using a different project control. Since this discrepancy was caught by our QC process, there was no delay in our project and the production date was maintained.

Commitment and Availability: Our team is fully committed to this contract and has the requisite design and construction experience to serve D4 in a proactive and innovative manner. We have over 75% availability to support the project and are eager to provide a quality product to D4 on time and within budget.
