About this file

This is a Task Assignment Notification Form under DEP Contract #PL317, issued by the Florida Department of Environmental Protection (DEP) for an appraisal review services project. The assignment involves Richards Appraisal Service, Inc., with Thomas Richards serving as the contractor's representative. The project concerns the Dickerson Bay/Bald Point property owned by Ochlocknee Timberlands, LLC., located in Wakulla and Franklin counties. The restrictive easement transaction involves the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida as the grantee and the United States Department of Air Force as the grantor. The intended users include the State of Florida and the United States Air Force, with oversight provided by DEP Contract Manager Jay Scott and DEP Designated Task Manager Julie Story.

The contractor is assigned to perform a technical review of a draft appraisal for the proposed 15,814-acre land transaction, including a field review of the subject property, draft document review, and preparation of an Appraisal Review Report. The fixed-price task cost is $5,945.00, with the contract commencing upon receipt of the work to review. The scope explicitly excludes developing an independent opinion of value. Deliverables must be submitted electronically in Adobe PDF or Microsoft Word format and include mark-ups within 10 days, a draft review document within 20 days, and a final Appraisal Review Report with acceptance or rejection recommendations within 25 days of receipt. The appraisal must comply with Yellow Book standards (Uniform Appraisal Standards for Federal Land Acquisitions) and employ the Before and After valuation method, with the appraiser responsible for determining the Larger Parcel and addressing outstanding oil, gas, and mineral rights considerations. Project funding is from Florida Forever, and the completion date is upon transmittal of an approved Appraisal Review Report.
