About this file
This is a state and local government contract between the Florida Department of Environmental Protection (DEP) and the Sarasota County Board of County Commissioners, designated as a Local Program to provide petroleum contamination cleanup site management services on behalf of the DEP's Petroleum Restoration Program (PRP). The contract, identified as DEP Contract No. GC899 and State Contract No. 2016-331, was approved on June 21, 2016, and establishes a comprehensive framework for environmental remediation activities across multiple counties including Sarasota, Charlotte, DeSoto, Glades, and Lee counties.
The Sarasota County Local Program is responsible for managing petroleum-contaminated sites through various phases including site assessment, remedial action planning, remedial action construction, operation and maintenance, source removal, and post-remediation monitoring. Compensation is structured on a combination of fixed price and cost reimbursement basis as specified in executed Task Assignment Notification Forms, with monthly invoicing and performance assessments. The contract runs from July 1, 2016, through June 30, 2021, with potential renewal for an additional period not exceeding the initial term or three years, whichever is longer. The Local Program must maintain qualified staff including at minimum one professional engineer registered in Florida, assign no more than 50 petroleum cleanup source properties per site manager, and submit extensive monthly documentation including invoices, status reports, site reports, and employee reports. Performance is measured through adherence to specified turnaround times for document reviews and change orders, with consequences for unsatisfactory performance including corrective action plans, contract suspension, or termination. The contract includes mandatory insurance requirements, including Commercial General Liability coverage with minimum limits of $200,000 per individual claim and $300,000 per occurrence, and Commercial Automobile Liability coverage of $300,000.
