Contract Summary
This is a Professional Services Agreement (DC796) executed between the State of Florida Department of Environmental Protection (DEP) and Dyer, Riddle, Mills and Precourt, Inc. (DRMP), a Florida corporation. The agreement establishes an indefinite delivery vehicle for professional civil and structural engineering services within Districts 1 and 2 of the DEP's Division of Recreation and Parks. The contract is governed by Florida law and incorporates by reference the Request for Statement of Qualifications (RFSOQ) No. RFSOQBDC11-06/07, the consultant's response dated March 30, 2007, and various attachments including scope of work, AutoCAD drafting standards, and fee schedules. The initial term commenced upon execution and runs for three years, with options for three additional one-year renewals, contingent upon satisfactory performance and fund availability.
Services include initial design schematics, budget preparation, infrastructure design, surveys, soil reports, inspections, design development, construction documents, bidding assistance, construction supervision, and payment certification. Compensation is structured on a combination fixed fee and cost reimbursement basis, with wages calculated using graded hourly rates subject to annual renegotiation and capped at the department's 3.0 multiplier limit. Professional fees follow state design guidelines and are negotiated based on task assignments. Reimbursable expenses encompass actual costs including overhead, with authorized labor and material costs subject to audit and adjustment. The consultant must maintain errors and omissions insurance of $1,000,000, commercial general liability of $1,000,000, and automobile liability of $1,000,000. All work products, schematics, designs, and plans become property of the DEP. Task assignments are issued through executed Task Assignment Notifications with specific project descriptions, schedules, and fixed price costs, with invoicing occurring no less than monthly for services rendered within the previous 30-day period.
