Hubert Baxter, Architect Florida Department of Environmental Protection Carr Building 3800 Commonwealth Boulevard Tallahassee, Florida 32399

Dear Mr. Baxter:

RE: Highlands Hammock State Park – Recreation Hall Restrooms Renovation Project REVISED PROPOSAL: Design Services

Jones Edmunds & Associates, Inc. is pleased to present this revised proposal to provide design services to the Florida Department of Environmental Protection (FDEP) Bureau of Design and Construction (BDC) for improvements at Highlands Hammock State Park. The design involves renovations to restroom facilities within the Recreation Hall facility as follows:

1. Remodeling the existing Men’s and Women’s toilet rooms to provide accessibility in conformance with the Americans with Disabilities Act (ADA).

2. Removing existing plumbing fixtures and providing new fixtures.

3. Providing new toilet partitions.

4. Repairing and renovating existing finishes within the renovated areas.

5. Renovating adjacent nonstructural walls and framing to increase space for toilet rooms.

The project’s Scope of Services is based on discussions and email correspondence with BDC’s Project Manager on July 3, 2014. Background information provided by BDC includes a project meeting report dated December 11, 2013, and three record drawing sheets of the facility’s original design plans, elevations, and details. As discussed with the BDC Project Manager, the design will provide modifications within the existing building envelope, a change from the December 11, 2013, meeting report.

This revised proposal, in accordance with email correspondence and telephone discussions with BDC management on July 25, 2014, includes a reduced fee with fewer estimated hours, including reduced participation by the Senior Principal and Project Manager; project coordination will be handled primarily by the Project Architect. To support the reduced fee and

95693-259-14 Page 2 October 23, 2014 our interpretation of BDC’s intent for the project, we have modified our scope under Concept Design Development by limiting the submittal to developing one option—this option being the schematic drawings provided by BDC’s Project Manager earlier in the proposal phase of this project.

III. PROPOSAL CLARIFICATIONS

The following proposal clarifications govern this contract. Excluded items may be provided by Jones Edmunds as an Additional Service upon prior written agreement.

A. Fire protection design alterations are not expected to be required and are excluded.

95693-259-14 Page 6 October 23, 2014

B. FDEP water and wastewater permitting is not expected to be required and is excluded since the project will involve simple plumbing connections to the existing water and wastewater systems.

C. Structural modifications are excluded. Modifications to walls and framing will be limited to interior non-loadbearing partitions. New walls will be limited to within the existing roofline and interior.

D. Sufficient electrical power is assumed to be available for the changes at the various restroom buildings.

E. Permit, plan review, and other regulatory fees are excluded. All permit fees will be paid by others.

F. Activities related to Zoning, Comprehensive Plan, Fire Marshal, and Building Permitting approvals through the County or State are excluded and are assumed to be handled by others.

G. Revisions to the design plans and/or technical specifications due to a change in existing conditions at the site after execution of this contract are excluded.

H. Plan revisions due to Building Department or Fire Marshal comments that relate to items outside this Scope of Services are excluded.

I. Construction administration is excluded.

J. Preparing as-built drawings at construction completion is excluded.

K. The labor hours listed in this fee estimate are based on the assumption that schematic layouts provided by the BDC Project Manager will be feasibly constructible within the dimensions of the existing facility and structure. Additional design and coordination effort resulting from dimensional deficiencies discovered from the Existing Conditions Survey are outside this Scope of Services and will be considered an Additional Service.

L. The quantities and labor hours listed in this fee estimate are intended as documentation and justification for the total cost of the project. Deviations or changes in the quantities and labor hours will not be reason for non-payment provided the total fee has not been exceeded.
