Dear Mr. Becker:

WSP USA Environment & Infrastructure, Inc. (WSP) is pleased to provide this proposal summary and labor documentation for the tasks identified below for Weeki Wachee 2025 - 2026 Point Bar Monitoring and Interannual Assessment. The goal of the project is to monitor and assess changes to soils and vegetation on point bars within Weeki Wachee Springs State Park. The ultimate goal for monitoring efforts will be to inform improvement or restoration plans for point bars where recreational use (visitor impacts) has reduced vegetation coverage or has increased erosion. The following tasks will be performed in accordance with DEP Agreement Number CN814 and will be completed on a lump sum basis:

Photointerpretation Data Compilation Quarterly Monitoring Annual Monitoring Interannual Assessment of Point Bar Condition

Thank you and please contact the undersigned with any questions.

Weeki Wachee 2025-2026 Point Bar Monitoring

DEP Agreement Number CN814, Task Assignment Number TAXX

Task 1A – Photointerpretation of Point Bar Vegetated Area

Description: Aerial photography will be obtained to supplement the Carrying Capacity Study (CCS) (Wood, 2020) which estimated point bar areas for Bars 1, 6, 21, 22, 24, 28 in 2008, 2011, 2013, 2016, 2017. To supplement this data, high resolution imagery for the years of 2009-2010, 2012, 2014 – 2015, 2018 – 2025 will be obtained from publicly available FDOT aerial imagery and by purchasing imagery. This will amass a dataset of 18 years (2008 – 2025) for six point bars within the system which will include baseline data (2008) during which the CCS found no impacts to the point bars. Imagery will be digitized and used to estimate total bar vegetated area and, if possible, areas of denuded, herbaceous/shrub, and forested zones.

Deliverable:

Aerial Imagery Database of point bar aerial estimates (Excel format)

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Reimbursable Total Cost $5,665.00

Total for Task 1A: $16,572.14

Task 1B– Data Compilation

Description: Data collected as part of this project during 2019, 2022-2025 will be compiled into a database and will include vegetation data for total cover estimates by zone, soil, and scarp lengths and will include the newly obtained bar area estimates for 18 years of data. Additional data compilation will include obtaining publicly available data on discharge, stage, rainfall, turbidity, and vessel counts, if available, for 2008 through 2025. It is assumed that FDEP will provide daily counts of vessels launched from their facilities for the years 2019 through 2025.

Compilation of data into a database will facilitate using pivot tables to obtain data metrics by year, quarter, zone, etc., and will facilitate data export into customized R programming software for data analysis. R script will be developed to run statistical analyses as described in Task 2C.

Task 2B – Quarterly monitoring and Annual event (Quarter 4 2025)

Description: The quarterly monitoring events will be conducted at six (6) point bars to collect qualitative and quantitative metrics. In addition to the metrics collected during the quarterly sampling event, the annual monitoring event will also include a repeat cross-sectional survey using a total station at each of the six (6) point bars to more accurately measure point bar and scarp geometry. Note that the surveys will be conducted in a relative datum (not tied to a specific vertical or horizontal datum), and monuments will be set so that future surveys can retain the same relative datum.

The annual monitoring event will also include monitoring of the same metrics collected for the quarterly events at 14 additional point bars within the State Park. Specific monitoring activities at these 14 bars will include vegetation monitoring, soil and sediment monitoring, and estimation of point bar and scarp dimensions according to the methodology developed in the Monitoring Plan. Note these 14 additional bars will not be surveyed.

Data collected in the Quarter 4 monitoring event will be compiled and processed. Results of the fourth quarter monitoring will be included in the Interannual Report Task 2C.

Task 2C – Interannual Assessment of Point Bar Condition

Description: This task will assess interannual changes and environmental impacts from recreational usage. WSP will summarize the data in tabular and/or time-series plots and conduct univariate and multivariate statistical analyses that may include regression, correlations, or hypothesis testing, to develop relationships between geomorphic, ecological and human use parameters. Other relevant datasets such as USGS flow/stage, and meteorological data may also be used in these analyses. Statistical relationships will be used to identify thresholds or other patterns in ecological parameters. Data collected in 2019 through 2025 and aerial imagery from 2008 through 2025 will be used. The results from the assessment will be summarized as part of the final report.
