Weeki Wachee 2024 Point Bar Restoration

DEP Agreement Number CN204, Task Assignment Number TA53

Task 1 Data Compilation, Desktop Analysis, and Survey

Description: WSP will compile all available quarterly and annual monitoring data for Point Bars #6, #21 & #30, including cross-sections, soils, vegetation, scarp erosion data, photographs, and recent aerial images.

Up to six (6) cross-sections (two at each site) will be surveyed using total station at Point Bars #6, 21, & 30.

Survey of the point bars will be utilized to capture the geometry and topography of the study areas to assist with design and as a comparison for post-restoration recovery. Note that the surveys will be conducted in a relative datum (not tied to a specific vertical or horizontal datum), and monuments will be set so that future surveys can retain the same relative datum. Compilation of this data will assist with design and provide information for inclusion in permitting narratives.

Deliverable:

The topographic survey of cross-sections will be included in digital portable document format (.pdf).

Performance Measure: The Department will review the deliverables to confirm they are complete, accurate, and timely.

Task 2 Conceptual Design Documents

Description: WSP will develop concept-level plans for restoring Point Bars #6, #21, and #30 based on the information gathered in Task 1. WSP will create a concept design memo including location maps, summaries of restoration area and scarp heights, photos, suggested plant species list and spacing, and concept-level plans. Concept-level plans will include a planview design showing restoration of historic point bar edges, coir log placement, and planting zones for the three point bars in GIS format. This assumes the conceptual design plans will be reviewed by FDEP for one round of comments, with design changes updated during the 60% design phase (Task 3).

Deliverable:

Conceptual Design GIS plan-set and conceptual design memo in digital portable document format (.pdf).

Performance Measure: The Department will review the deliverables to confirm they are complete, accurate, and timely.

Description: WSP will develop 60% design plans for restoring Point Bars #6, #21, and #30 based on plans. The 60% design plans electronically drafted in

AutoCAD Civil-3D (.dwg) and digital portable document format (.pdf) will have polished specifics including refined cross-sectional profiles, details for the installation of preferred treatments and materials, planting plan with species, sizes, quantities, and spacing. The final electronic file (.dwg) will be delivered to FDEP with the 100% design package. Also included with the 60% design package are technical specifications to specify the appropriate material and methods to govern the construction of the project.

opinion of probable costs (EOPC) and an updated design memo will be included in digital portable document format (.pdf) with the deliverable package. The 60% design plans will be fully packaged in formats necessary for the submission of permit applications to regulatory agencies. The 60% design plans will be reviewed by FDEP for one round of comments with design changes updated during the final 100% for construction plan development.

WSP will gather all pertinent Uniform Mitigation Assessment Method (UMAM) field data and forms obtained in Task 1, permit figures, and design plans to draft permit applications. WSP will investigate the possibility of Sovereign Submerged Lands (SSL) along private parcels near Point Bar #21 and #30.

Additional protocols for SSL will be followed and implemented as necessary. WSP will then submit the permit packages to the appropriate permitting agency(ies). Permit application fees are included in this task and are estimated at $250.

Deliverable:

The deliverable will include a permit application package to FDEP for review and signatures, to be delivered to the FDEP project manager.
