About this file

This is a Questions and Answers document issued by the New York State Office of Mental Health (OMH) for Invitation for Bid (IFB) OMH01-C203073-3650275, concerning preventive maintenance services for HVAC, chiller systems, and ancillary equipment at Creedmoor Psychiatric Center located at 79-25 Winchester Boulevard, Queens Village, New York. A mandatory site visit was held on Wednesday, July 8, 2026, at 10 AM ET, with bidder questions required by July 16, 2026, at 3 PM ET. The Q&A document was posted by July 23, 2026, and bids were due by 3 PM ET on Thursday, July 30, 2026. The contract scope includes preventive maintenance tasks, equipment lists, and service schedules detailed in Appendix D of the Contract Boilerplate, with bidders required to submit responses using a provided Bid Quote Sheet in Excel format.

The Q&A document addresses key contractual clarifications, including that material costs for preventative maintenance items and filter replacement tasks are included as separate line-item costs on the Bid Quote Sheet. For defective equipment identified during preventive maintenance visits, repairs are to be performed on-site when possible and covered under the soft parts clause outlined in the Program Workplan. In instances where large quantities of defective small items are discovered at contract initiation, vendors may submit a Time and Materials proposal for bulk replacement. The contract establishes Minority and Women Business Enterprises (MWBE) and Service Disabled Veteran Owned Businesses (SDVOB) participation goals of 16% MBE, 14% WBE, and 6% SDVOB, respectively. New York State Department of Labor Prevailing Wage Rates apply to this procurement, and the Procurement Lobbying Act pursuant to New York State Finance Law Sections 139-j and 139-k governs this solicitation.

Questions and Answers

# Question Answer

Is there an equipment list available yet that I can use as reference?

For Equipment information please refer to Appendix D, Exhibit B in the Boilerplate. The Bid Quote Sheet is another good resource for the equipment and service frequency on said items.

Who is responsible for the purchase and replacement of pre-filters?

Material Costs associated to any Preventative Maintenance items should be included in the line-item costs. The task for filter replacement is a standalone line-item cost on the Bid Quote Sheet.

Who is responsible for the purchase and replacement of final filters?

Material Costs associated to any Preventative Maintenance items should be included in the line-item costs. The task for filter replacement is a standalone line-item cost on the Bid Quote Sheet.

During the initial preventive maintenance, if defective pressure gauges are found and require replacement, will the replacement be handled as a Time and Materials (T&M) item?

If failed equipment is identified during a PM on a piece of equipment repairs should be made on the spot if possible and will be covered by the soft parts clause, outlined in Appendix D, Program Workplan, Contractor General Responsibilities, Item 13.

At the start of the contract if there is a large quantity of small items found defective it is allowable for the vendor to provide a T&M to do a large scale replacement.
