About this file
This is a Question and Answer document related to the NSPIRE Inspectors Invitation for Bids issued by the State of Maryland Department of Housing and Community Development. The document provides responses to inquiries submitted by prospective bidders regarding the procurement of HUD inspector services. The Q&A format addresses clarifications on contract requirements, inspector qualifications, and operational procedures that potential bidders need to understand before submitting their proposals. The responses are attributed to multiple contributors, as indicated by the document title referencing initials (JM, SV, JAP), suggesting input from various departmental representatives involved in the procurement process.
The document serves as an essential reference tool for bidders preparing their responses to the IFB and ensures consistent interpretation of contract specifications across all interested parties. By compiling and distributing these answers, the State of Maryland provides transparency and facilitates a fair bidding process by clarifying ambiguous contract language or requirements that multiple bidders questioned during the pre-bid phase.

The following questions regarding the subject IFB have been submitted by vendors. The answers provided by DHCD are intended to clarify the IFB’s requirements and do not constitute an amendment.
Question
Answer
1) How do I get REAC/HUD experience?
Contact HUD technical assistance program or HUD Exchange - NSPIRE - HUD Exchange https://www.hudexchange.info/programs/nspire/
2) For satisfying the minimum qualifications, does inspector experience count or just the business entity’s experience?
The firm itself must have documented experience using the required protocols.
3) For satisfying the minimum qualifications, does REAC experience count as NSPIRE experience?
Yes, REAC experience counts. The use of the NSPIRE inspection protocol began approximately 3 years ago.
4) Will the contractor do a sample inspections or a complete 100% inspection of each property?
The contractor will do sample inspections based on the number of overall units at the property. The Salesforce system will provide the units and unit numbers to inspect onsite.
5) Will Salesforce generate the documentation to provide the on-site manager for the 24-hour items?
Yes, inspection units are generated via the Salesforce system rather than provided by the Division of Credit Assurance. Salesforce is also used to generate reports for 24-hour health and safety items, which property managers are required to mitigate and report back through the system. Scoring is built into the Salesforce protocol.
6) What is the estimated number of properties per County?
See attached projects with county and units. Schedule A.xlsx
7) Does DHCD have an account with Salesforce?
Yes, DHCD-DCA has an account with Salesforce. DCA receives notification of the inspections ordered by HUD. DCA will then send an email to the contractor to schedule the inspections. The inspections are scheduled, and the reports are completed in Salesforce. DCA is notified by email and has access to see when the inspections are scheduled and completed, and the ability to download the preliminary and final inspection reports.
8) At what price is the incumbent currently conducting NSPIRE inspections at?
DHCD does not reveal confidential line-item pricing of its contractors.
9) For the 87 sites; can a list be provided that includes the names of each site, addresses, number of buildings & number of units at each to gain an understanding of time needed on site and travel.
Yes, DHCD will provide the list when the contract is awarded. The properties range from 19 units to 550 units. This solicitation includes projects across the entire State of MD. Schedule A.xlsx. The list of active projects requiring NSPIRE inspections will fluctuate based on new and paid off loans.
10) On Page 8, 2.5 Inspection Services item 2.5.5 states to “Acknowledge that the Department anticipates approximately fifteen (15) inspection per month; however, this estimate is for planning purposes and does not guarantee a minimum quantity of work.”
We see that the price bid form lists 180 estimated property inspections per year however it is stated in item 2.2.1 that there are currently 87 multifamily risk share properties. Is the agency planning on having the same sites inspected twice in a given year?
No. The list of active projects requiring NSPIRE inspections will fluctuate based on new and paid off loans.
No, DHCD does not plan on having the same site inspected multiple times a year. While the number used in the Bid Sheet is for comparing bids only and is not a guarantee of work, The Bid Sheet has been revised to lessen any potential confusion on this point.
11) We are unable to download attachment P – Prime Contractor List of ALL Subcontractors Anticipated/Used During Contract – Appears to be a broken link and states “a file or directory not found page.”
Noted. DHCD will be provide Attachment P as a separate attachment.
