Pre-Proposal Conference Response Form for NSPIRE Inspector Services

This Pre-Proposal Conference Response Form was prepared by the State of Maryland Department of Housing and Community Development for Invitation for Bids (IFB) BPM055422 regarding HUD-NSPIRE inspection services. The procurement seeks qualified inspectors to conduct National Standards for the Physical Inspection of Real Estate (NSPIRE) inspections on approximately 87 multifamily risk-share properties within the Department's portfolio, with properties ranging from 20 to 250 units. The Department anticipates approximately 15 inspections per month for planning purposes, though this estimate does not guarantee minimum work quantity. A pre-bid conference was held on July 21, 2026, with representatives from nine companies in attendance. Written questions were due by July 24, 2026. The contract is structured as a single-award, indefinite-quantity agreement with firm fixed pricing for an initial one-year base term and one one-year renewal option. The bid due date was extended to August 18, 2026, at 4:00 p.m. Local Time through Amendment 3.

Bidders must submit cost-per-inspection pricing for three property size categories: Small Multifamily (20-49 units), Medium Multifamily (50-149 units), and Large Multifamily (150-250 units), with estimated annual volumes of 90 inspections per category in both the Base Year and Option Year. All inspectors must hold current NSPIRE certification and provide documentation of having completed at least 15 NSPIRE inspections within the last five years. This is a Small Business Preference (SBP) opportunity under Amendment 4, providing price preferences for small businesses within 5%, veteran-owned small businesses within 7%, and disabled-veteran-owned small businesses within 8% of the lowest non-small-business bid. Required insurance includes commercial general liability ($1 million per occurrence / $3 million aggregate), errors and omissions/professional liability ($1 million per claim / $3 million aggregate), workers' compensation, and automobile/commercial truck insurance. Award will be made to the responsive and responsible vendor with the lowest Total Bid Price. The contract contains no federal funding and is not subject to travel expense reimbursement requirements.
