About this file

This is Amendment 4 to an Invitation for Bids (IFB) BPM055422 issued by the Maryland Department of Housing and Community Development for HUD Inspector services. The amendment revises the solicitation by updating the procurement designation from Small Business Reserve (SBR) to Small Business Preference (SBP), modifying inspector qualification requirements, and correcting the estimated number of property inspections. The contractor shall ensure that all inspections are performed by inspectors qualified and experienced in conducting REAC/NSPIRE inspections in accordance with current HUD NSPIRE Protocol and Guidance. Inspectors must maintain any required training, credentials, or qualifications throughout the contract term. At the time of award and upon request, the contractor must provide documentation demonstrating each inspector's qualifications and experience, which may include training records, certifications from authorized NSPIRE inspection contractors, or other evidence acceptable to the Department. Inspectors previously certified under the former REAC inspection program must demonstrate current knowledge and proficiency in the NSPIRE inspection protocol before performing services.

The procurement has been redesignated as a Small Business Preference (SBP) opportunity rather than a Small Business Reserve (SBR), making it available to all bidders while providing a preference for small businesses. The revised Price Bid Form has been updated to reflect the corrected estimated number of property inspections and must be used by all bidders when submitting bids. Attachment P regarding the Prime Contractor List of Subcontractors is now included as a separate file. All other terms and conditions of the original solicitation remain unchanged.
