Legacy Mining and Consulting Services Project.

Two of Clear Creek’s staff managed a multi-disciplinary team in the preparation of Aquifer Protection Permit (APP) and Voluntary Remediation Program (VRP) applications to address and eliminate discharges of mine impacted water and tailings pile seepage to surface water from historical mining facilities. The activities permitted by the APP include moving historic tailing storage piles and acid-generating waste rock to a lined tailing storage facility (TSF) for collection of solutions through an underdrain collection system. This will prevent future seeps from the toe of the historic tailing piles, and allow for collection of underdrain solutions. A double-lined underdrain collection pond was permitted downgradient of the lined TSF to collect solutions from the re-handled historic tailings and potentially acid-generating (PAG) waste rock. Finally, an active water treatment plant was designed and is under construction to treat discharges from the old mine workings and solutions captured in the underdrain collection pond from the historic tailings, PAG waste rock, and precipitation that falls within the lined facility. Clear Creek’s role included formulation of the permitting strategy, managing engineering consultants on the team, and leading the permitting process to ensure administratively and substantively complete applications. The APP was issued by ADEQ within a short timeframe, and the site was admitted into the VRP. The VRP work plan was submitted to ADEQ for approval in April 2017. The APP and VRP applications were submitted in June 2017. ADEQ issued the APP in January 2018.

Discharges from the Water Treatment plant also required an Arizona Pollutant Discharge Elimination System Permit. Since the permits were issued, the historic seeping tailings have been moved to a liner and the underdrain collection pond and water treatment plant were constructed.

Remedial Investigation / Feasibility Study, Consulting Services, and Well Abandonment Project.

Motorola 52nd Street Superfund Site contains an area of groundwater impacted with chlorinated solvents in east-central Phoenix, Arizona, with a plume that extends westward along the north side of Phoenix Sky Harbor Airport. Contamination is co-mingled from multiple sources, and the site has been divided into three Operable Unit segments. Clear Creek is NXP’s prime consultant overseeing multiple remediation activities throughout the Motorola 52nd Street Superfund Site including the Operable Unit 1 (OU1) Area.

Amongst other activities, 12 Clear Creek personnel conduct ongoing groundwater monitoring and sampling activities at numerous groundwater monitor well locations and use the available data to evaluate the effectiveness of the OU1 groundwater remedy in achieving remedial objectives. Groundwater sampling occurs at varying schedules depending on the objective, monitoring parameter, and well location. Monitoring occurs at quarterly, semi-annual, annual, and 5-year intervals, in-line with the objectives. Indoor air operations and maintenance sampling to monitor performance of sub-slab depressurization systems is currently conducted on a bi-annual (i.e., two year) basis with results reported on the same cycle.

After evaluation of results, Clear Creek prepares a groundwater monitoring report on a semi-annual basis with the major milestone being the annual monitoring and effectiveness report for the ADEQ and U.S.

Environmental Protection Agency (EPA). The annual monitoring and effectiveness report includes a description of groundwater monitoring and remediation activities conducted during the annual reporting period, results of water quality samples collected and water level elevations measured during the reporting period and historical trends, results of soil vapor monitoring, and an assessment of the overall effectiveness of the OU1 groundwater remedy with respect to hydraulic containment of contaminated groundwater. Ongoing work includes routine groundwater and soil vapor monitoring, remedial performance evaluations, and development of an RI/FS for a final groundwater remedy. The schedule for these future milestones is not yet determined. As a confirmed dense non-aqueous phase liquid (DNAPL) in bedrock site, technical impracticability considerations for bedrock will be a key consideration in evaluating remedial alternatives for the final remedy.

Remedial Investigation / Feasibility Study and Consulting Services Project.

ADEQ selected Clear Creek to conduct a remedial investigation (RI) at this Water Quality Assurance Revolving Fund (WQARF) site to characterize the extent and exposure pathways of tetrachloroethene (PCE) releases from a former dry cleaner. Ms. Jones managed all phases of the investigation, with assistance from Ben Daigneau, working in collaboration with ADEQ.

Clear Creek (4 personnel) supervised drilling and installation of 11 nested monitoring wells at 6 locations using sonic drilling methods to evaluate groundwater quality in the perched and regional aquifers. Depth-specific water samples were collected during drilling and analyzed in the field using a portable gas chromatograph to select the intervals to be screened. Soil gas samples were also collected during the drilling to evaluate the vertical distribution of PCE vapors in the vadose zone. Shallow soil vapor surveys were conducted using various sampling methodologies (grab soil vapor samples and sorbent samplers) to identify exceedances of soil vapor screening levels. Indoor air quality was investigated.

Clear Creek collected and evaluated the data, identified source areas, identified fate and transport mechanisms, prepared maps delineating the extent of impacts to soil vapor and groundwater, and proposed a preliminary conceptual site model that was approved by ADEQ. Ms. Jones prepared the RI report.

This project was complicated by the presence of a leaking underground storage tank site with a soil vapor extraction (SVE) system across the street which mobilized PCE vapors. In addition, another source of PCE was identified at a nearby former dry cleaner, which turned out to be a more significant source than the original one that prompted the investigation.

In order to hasten the investigation process and gather real-time data, a portable gas chromatograph was used to analyze groundwater, and a field laboratory was hired to analyze soil vapor samples.

List job positions provided and technologies utilized to supplement services.

Clear Creek staff included the project manager (Alison Jones) and field staff who oversaw all drilling, well installation, and soil vapor sampling. Clear Creek wrote the RI report.

Technologies used included: sonic drilling methods, portable gas chromatograph, portable laboratory, and sorbent samplers to characterize soil gas.

Well Abandonment and Consulting Services Project.

Clear Creek was retained by Arizona Public Service (APS) to oversee the abandonment of 11 former dewatering wells at a power generating station in Arizona. Weber Water Resources (Weber) was the licensed well drilling contractor who conducted the abandonments. The wells were abandoned according to ADWR guidelines using the “Standard Abandonment Method” in which casing is re-perforated from above the historic water level to the total depth of the well, and the well is then completely filled with neat cement grout. The standard abandonment method is considered the most stringent and thorough abandonment method, as it meets ADWR requirement under any combination of aquifer and vadose zone conditions. Three Clear Creek staff worked on this project.

The 11 wells were each video surveyed multiple times, cleaned, and perforated to the extent casing and formation conditions allowed prior to being backfilled with neat cement grout. These milestones were completed for all 11 wells within 12 weeks (79 days). The top 5 feet of each well casing were removed and the excavation was backfilled, leveled, and compacted with natural fill. Reasonable and prudent care was taken to ensure conformance to ADWR standards and guidelines, so that future vertical migration of water within each well casing or annulus will not occur.

List job positions provided and technologies utilized to supplement services.

Clear Creek’s role as the primary consultant, including project manager and field staff, was to oversee well abandonment tasks and ensure compliance, provide quality control and quality assurance for the tasks, and report as needed.

Technologies used included: The annulus of each well was excavated using hydrovac equipment, and cement grout surface seal was subsequently installed.

The Cyprus Tohono Corporation (CTC) Mine is located approximately 30 miles southwest of Casa Grande, Arizona, on lands leased from the Tohono O'odham Nation. This mine has a complex history of sporadic operations being conducted using various techniques by differing owners to mine and process both oxide ores and sulfide ores at the site going back to the early 1800s. Mining operations included underground mining, in-situ leach mining, and open pit mining. The CTC Mine is currently in care and maintenance status. Clear Creek Associates is providing Project Management support for the overall Groundwater RI/FS at the CTC Mine Site and is currently conducting investigation activities for the groundwater RI. Over the years, 10 of Clear Creek’s staff has coordinated and overseen multiple geophysical investigations and groundwater investigations at the mine property.

Approximately 60 new monitor wells have been installed to characterize groundwater conditions over a 30 square mile area. Permitting, siting, and installation occurred within 12 months. Clear Creek Associates has developed a groundwater model for the Site and worked with CTC to demonstrate the existence of a hydraulic capture zone in the area of the underground workings and mine pit. The presence of the hydraulic capture zone is a critical consideration regarding future alternatives for affected groundwater in this area, including the former in-situ mining operation. Additionally, in 2004 Clear Creek Associates worked with CTC and the Tohono O'odham Nation to site and install two new supply wells to serve the community of North Komelik. The compounds of interest at the site included uranium, sulfate and perchlorate. The results of the investigations were documented in the RI Report.

Client Name: City of Phoenix Aviation and Public Works

Project Name: Former Southwest Cooperative Wholesale – Phase I, II, Remediation and Redevelopment

Project Location: Phoenix, AZ

Project Duration: 2012 - 2013

Project Description:

Clear Creek was retained to perform environmental due diligence work for the acquisition and redevelopment of a 12-acre parcel of land previously occupied by a business that conducted formulation and distribution of various pesticide mixtures. Although previous investigations and remediation completed by the cooperative resulted in a no further action (NFA) determination and deed restriction with the ADEQ, the City was concerned about residual pesticide levels potentially remaining at the property and the potential liability to the City as a future owner.

Clear Creek performed a Phase I ESA according to ASTM standards and conducted an extensive review of numerous environmental documents and investigations previously conducted for the property. As a result of the review, additional investigation activities were recommended by Clear Creek, including development of a Conceptual Site Model (CSM) and additional sampling to fill data gaps. Results of additional sampling identified significant residual toxaphene contamination above the original cleanup goals, as well as other chemicals of concern. This information was used by the City to assist with negotiation of a sale price with the property owner.

After the City agreed to acquire the property, Clear Creek was retained to develop and oversee the remediation program, including a human health risk assessment (HHRA), and conduct the work in coordination with the ADEQ Voluntary Remediation Program (VRP). Project deliverables included a Sampling and Analysis Plan, Quality Assurance Project Plan, Phase II investigation report, development of risk-based remediation cost scenarios, Remediation Work Plan, an Excavation Plan, and a Remediation Closure Report.

Remediation work was initiated in December 2012 and was completed in February 2013. The City received a new NFA determination from the ADEQ VRP in December 2013. The site has now been redeveloped into a parking lot for airport employees. This project was completed on time and within budget and a large percentage of the costs for remediation of organochlorine pesticides in shallow soils were approved for reimbursement by the insurance company.

Clear Creek Associates, LLC (Clear Creek) was retained to inspect a closed, historic tailing storage facility (TSF) at the former Oracle Ridge Mine in Pima County, Arizona, to evaluate whether Best Available Demonstrated Control Technologies (BADCT) were implemented at the site. The evaluation included an inspection of the cover and its efficacy in minimizing infiltration and prevention of discharges from the facility. The review also included an assessment of run-on and run-off controls. Findings were presented in a report signed, dated and sealed by an Arizona-registered professional engineer in 2021.

The inspection found that the facility did not meet BADCT. The condition of the cover allows for infiltration into the tailing.

Furthermore, the cover surface is not graded in a manner to promote stormwater to run-off and thereby minimize the amount of stormwater that infiltrates into the TSF. These conditions have resulted in impacts to groundwater quality.

Clear Creek is currently working on a hydro study to evaluate surface water flows onto the TSF. A cover design with appropriate soil materials, thickness, and vegetation is being developed. Drainage from the surrounding hillside and roads will be diverted away from the TSF to minimize infiltration into the tailings. A spillway will be designed. Stormwater diversions will consist of devices such as berms and ditches that collect and divert stormwater into other drainages.

This work is being conducted under a compliance schedule in the Aquifer Protection Permit issued by ADEQ.

Project Name: Consulting Services, Lower Pinal Creek Water Treatment Plant

Project Location: Globe, AZ

Project Duration: 1989 - present

Project Description:

The Lower Pinal Creek Water Treatment Plant (LPCWTP) treats acidic, metal-bearing groundwater impacted by mining operations. It is operated under a Consent Decree for the Pinal Creek Water Quality Assurance Revolving Fund site near Globe, Arizona. Groundwater is treated at the plant to meet surface water standards before it is discharged to a stream channel. Mr. Norris worked with a multi-disciplinary team of chemical and civil engineers to develop the conceptual process design and to conduct laboratory and field testing verification of the process. Mr. Norris was the lead for permitting the facility first with U.S. Environmental Protection Agency (EPA) under the National Pollutant Discharge Elimination System (NPDES), and then with ADEQ under the Arizona Pollutant Discharge Elimination System

(AZPDES).

The water treatment process uses a two-stage addition of base (lime and/or soda ash) to neutralize the acidity of the influent combined with a clarification step after each addition of base. The first addition of base raises the solution pH to approximately 7 to precipitate metal-bearing oxide and hydroxide solids of aluminum, copper, iron, and other metals. The precipitates are removed by clarification and the clarified water is routed to a second stage of base addition to remove manganese at a pH of about 9. The treated water flows through Greenleaf sand filters following second stage clarification and is acidified to lower the pH to meet the surface water standard prior to its release to the stream channel through an AZPDES-permitted outfall. The solids produced by treatment form a waste sludge that is stored in two storage tanks for subsequent disposal at a former open pit mine used as a solids repository. The solids are periodically batch-pumped to the repository. A single-stage neutralization process is possible and may be utilized in the future when the influent concentrations of heavy metals will be lower. The design basis maximum and long-term average flows of the LPCWTP are approximately 6,500 gallons per minute (gpm) and 4,000 gpm, respectively. Actual annual average flow rates through the treatment plan vary over time depending on the groundwater flow rate.

As part of the remediation efforts, the Pinal Creek Group (now the Pinal Creek Project), installed over 170 monitoring wells to document water levels and the water quality within the alluvial aquifer and the remediation progress. Clear Creek assists the Pinal Creek Project with the remediation by performing quality assurance reviews of the monthly water quality reports, and overseeing new and replacement monitor well installation and well abandonments. Clear Creek prepares the Notices of Intent to drill wells or Notices of Intent to Abandon a well, and provides oversight in the field. During installation of a well, Clear Creek logs the lithology of the formation, prepares well construction diagrams based on field data, and oversees the construction, logging annular materials and performing pipe tallies. During the abandonment of a well, Clear Creek prepares the abandonment plan and oversees the emplacement of the abandonment materials. For both the well installation and abandonments, Clear Creek prepares the design in accordance with the Special Well Construction and Abandonment Procedures, Arizona Department of Water Resources (ADWR), 2007.

Project Name: Well Abandonment Services for Motorola 52nd Street Superfund Site

Project Location: Phoenix, AZ

Project Duration: 52nd Street work was in 2005, 2009, 2014, 2018; 56th Street and Earll Drive was in 2014; Broadway and Dobson was in 2016

Project Description:

Clear Creek has worked with Motorola and its successors, Freescale Semiconductor and then NXP USA, Inc., for over 20 years in all aspects of the Site investigation and cleanup at three primary sites: the Motorola 52nd Street Superfund Site, the 56th Street and Earll Drive WQARF Site, and the Broadway and Dobson Voluntary Remediation Site. After site closure was approved for the Broadway and Dobson Site, Clear Creek planned and supervised the abandonment of 33 wells including 14 large extraction wells and 8 wells in city right-of-way. At the Motorola 52nd Street Superfund Site and the 56th Street and Earll Drive WQARF Site, which are both still being actively monitored, Clear Creek has supervised the abandonment of 16 wells for a variety of reasons, including abandonment prior to construction that would have destroyed the well, property transfers, wells that went dry, and wells located in areas that no longer required monitoring. For all well abandonments Clear Creek followed the ADWR rules published in the Arizona Administrative Code, specifically Article 9, Rule R12-15-816. Clear Creek prepared the necessary abandonment permits and provided oversight of the abandonment activities by a licensed well drilling subcontractor for the successful abandonment of these wells.

Project Title: Legacy Mining Project at Former Eagle Picher Mill Site

Project Location: Sahuarita, AZ

Project Description:

Clear Creek conducted a soil and groundwater investigation of the Eagle Picher Mill site in Sahuarita, Arizona, to evaluate the nature and extent of impacts from former ore processing operations. The Eagle Picher Mill site was historically used as a mill site and tailing impoundment for processing lead-zinc ore. The former mill site and tailing impoundment were reclaimed in the late 1960s by removal of buildings and capping the impoundment with a vegetated soil cover.

Contaminants of concern in soil at the Eagle Picher Mill site were identified in previous investigations as lead, arsenic, and manganese. Fifty-one soil borings were advanced and 154 soil samples were analyzed by X-ray fluorescence (XRF) and laboratory methods in one-foot increments. XRF was used as a field screening tool. The extent of soil remediation level exceedances of lead, arsenic, and manganese was identified based on the laboratory analytical data for soil samples.

The results of the investigation were consistent with the conceptual site model that residual tailing is the source of metals at the Eagle Picher Mill site. The results of this characterization refined the site information on the lateral and vertical extent of tailing-affected material with metals at concentrations above the soil remediation levels (SRLs). The extent of exceeding SRLs, as defined by this investigation, was used for developing a preliminary conceptual design for the remediation Work Plan.

Groundwater flow from the site is to the northwest, based on groundwater levels in three monitor wells at the site.

Groundwater from one monitor well exceeded the aquifer water quality standards (AWQS) for nitrate (i.e., 11 milligrams per liter [mg/L] versus the AWQS of 10 mg/L). This result is likely due to agricultural operations upgradient from this well. Arsenic concentrations in the three monitoring wells were below the 0.050 mg/L AWQS and the 0.010 mg/L maximum contaminant level (MCL). Periodic historical, low-level exceedances of the 0.010 mg/L MCL at the upgradient monitor well at Parcel 30 are likely due to naturally-occurring background arsenic in this portion of the Tucson Basin.

Examples of elevated background arsenic are best documented at municipal wells in the Green Valley area.
