About this file
This document is an Evaluation Report for Solicitation No. BPM003359 concerning the Assessment and Remediation of Hazardous or Regulated Substances or Materials. The evaluation was conducted by a state procurement committee that reviewed proposals from multiple environmental consulting and engineering firms, including Weston Solutions, ECM Consultants, Tetra Tech, Clear Creek Associates, Wood Environment & Infrastructure Solutions, Chemical Transportation, Hydro Geo Chem, Terracon Consultants, Adams & Wendt, Matrix New World Engineering, and numerous other environmental service providers.
The solicitation evaluated vendors across three primary criteria: Experience and Capacity (500 points), Proposed Approach (400 points), and Cost Proposal (100 points). Companies were assessed on their capabilities in areas such as mining, environmental site assessments (ESAs), remedial investigations, risk consulting, well abandonment, and disposal services. The evaluation used a scoring methodology that rated proposals as Exceeds Expectations, Above Expectations, Meets Expectations, Below Expectations, or Unacceptable. Top-performing firms like Tetra Tech, Weston, and Wood received high marks for professional expertise, well-balanced team composition, and comprehensive service offerings. The recommendation was to award contracts to the 24 listed companies, allowing the state to establish a diverse pool of qualified environmental remediation contractors.
