About this file
The document is a Determination of Award from the Arizona Department of Environmental Quality (ADEQ) for Solicitation No. BPM003359, a statewide contract for Assessment and Remediation of Hazardous or Regulated Substances or Materials. The solicitation was issued on April 14, 2021, through the Arizona Procurement Portal, with one amendment issued on April 27, 2021. Twenty-eight proposals were received electronically, and an evaluation committee reviewed and scored these proposals on June 21, 2021, using a 1000-point scale across four criteria: Method of Approach, Experience/Expertise/Reliability, Overall Price Proposal, and Conformance to Terms and Conditions.
The contract awards twenty-five contracts to various environmental consulting and engineering firms, including Weston Solutions, ECM Consultants, Tetra Tech, Clear Creek Associates, and Wood Environment & Infrastructure Solutions, among others. The awarded contractors will provide services in areas such as mining, environmental site assessments (ESAs), remedial investigations/feasibility studies (RI/FS), risk assessment, consulting, recognized environmental conditions (RECs), disposal, and well-related services. Two firms (SLR International and G. Canales Engineering) were deemed not susceptible for award due to low evaluation scores, and Western Technologies was deemed non-responsive for missing required documentation. The top-scoring firm, Weston Solutions, achieved 748 out of 1000 points, with pricing and technical scores playing crucial roles in the award determination.
