About this file
This file is a building permit requirements document from the City of Palm Desert, California, Building & Safety Division, that outlines the procedures and requirements for obtaining a demolition permit for building demolition projects. The document provides comprehensive guidance for contractors and property owners seeking to demolish structures within the City's jurisdiction. Key requirements include obtaining South Coast Air Quality Management District (SCAQMD) notification for asbestos removal and demolition activities, which may require up to 14 days to process, and submitting a Building Department Permit Application through the Development Services Permit Center. Applicants must provide the SCAQMD notification form, a Demolition Conditions of Approval Form if applicable, and either a Performance Bond with security agreement or cash payment equal to 110 percent of the demolition contract value to the City. The City retains the bond or cash for the project duration plus 30 days, after which funds may be released upon request. Pre-site meetings with inspectors are available, and contractors must contact Dig Alert and coordinate utility disconnections with providers including Coachella Valley Water District, Southern California Edison, Imperial Irrigation District, and The Gas Company before commencing work.
The inspection process includes five stages: pre-site demolition inspection, utility abandonment verification, septic tank removal and abandonment, Construction Waste Management Plan compliance with disposal documentation, and final demolition verification. Site safety and environmental requirements mandate adequate fencing, barricades, and signage; proper excavation protection; containment of all equipment and debris on private property; complete removal of foundation, slab, septic tanks, and drywells; proper site grading; dust control compliance with PDMC Chapter 24.12; and tarped haul trucks to prevent material spillage. Debris hauling options include contractor self-hauling with their own equipment or use of the City's franchise waste hauler if contractor self-hauling does not apply. The document applies to the related City contract opportunity for demolition and site stabilization of two City-owned properties located at 44911 Cabrillo Avenue and 44845 San Clemente Circle in Palm Desert, requiring contractors to meet all outlined regulatory, permitting, and inspection requirements.
