About this file
This document is an Invitation to Bid (ITB) issued by the North Carolina Sheriffs' Association (NCSA) for its 2025-2026 Heavy Equipment Cooperative Purchasing Program. The bid (number 26-10-0422) seeks proposals for heavy equipment from manufacturers and vendors, with a pre-bid conference scheduled for February 26, 2025, via Zoom. Bidding will open on March 26, 2025, with bid replies due on April 22, 2025, at 12:00 NOON EST. All bid submissions must be uploaded through VendorLink, and vendors must register as Planholders to participate. The contract allows for awards to multiple responsive and responsible bidders, with each contract subject to a mandatory vetting process by the NCSA.
The procurement opportunity covers a comprehensive range of heavy equipment with flexible purchasing options for local governments, counties, municipalities, and public safety agencies. Bidders are required to provide pricing, discounts, build sheets, and option sheets, with a minimum 6% discount off manufacturer's suggested retail price (MSRP). The NCSA reserves the right to reject any bid not considered competitive and can make awards for individual items or total combined bids. Vendors must submit all required documentation, including manufacturer certifications and references. No bidder may withdraw their bid for 60 calendar days after the posting date, and the contract will remain in effect until the next official NCSA contract is awarded, with potential renewal for up to two additional consecutive years.
