SCOPE OF WORK

NATIONAL PARK SERVICE

KLONDIKE GOLD RUSH

REPLACE FIRE SUPPRESSION at LYNCH and KENNEDY

SKAGWAY, ALASKA

03/12/2024

Background

The purpose of this contract is to replace NFPA 13D/25 fire suppression systems in the Lynch and Kennedy building, located in Skagway, Klondike Gold Rush national Historical Park (KLGO), Alaska. The replacement is needed because of a 2017 flushing that revealed pinhole leaks inside the piping and pipe deterioration.

Objectives

The Contractor shall furnish the necessary personnel, material, equipment, and services (except as otherwise specified), to provide shop drawings and install new NFPA 13D dry-pipe fire suppression systems in Lynch and Kennedy located in Skagway, Alaska.

This project will include Shop drawings, demo/installation, testing, and certification of a new fire suppression and alarm systems. The new fire suppression systems will at a minimum meet the requirements of a NFPA 13D/25 dry-pipe system, International Fire Code, and International Existing Building Code

The facility is located on 306 Broadway St. The building is two stories with a crawl space, attic and dead space to the north of the building. The building has existing fire suppression systems that will need to be removed and replaced with new piping and appurtenances. The goal would be to incorporate a system that would eliminate the needs for suppression in the crawl space. See attachment 3 for pictures of the fire suppression room for more details. The existing water source is from the municipality of Skagway with a flow rate of approximately 1067 gallons per minute. This measurement is based on a 2022 reading from the main drain done on the system with a 55PSI static pressure and a 50 PSI Flow pressure on a 4in pipe off the fire riser located in mechanical room. See attachment 7 for Hydrant flow tests provided by the municipality.

See Attachment 2 for as-builts of the existing fire suppression system and building layout. The NPS will Demo access to the piping that is covered by sheet rock and plywood. The contractor will be responsible for demoing the existing fire protection system.

KLGO 248830 SOW

During the performance of the work, the contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work. The facilities will not be occupied, but coordination will be necessary to complete the work. The park will require a two week notice to the primary POC prior to any on-site activities.

The Park will provide personnel to ensure work areas are clear of personal artifacts.

Work shall be performed during regular Park hours, Monday thru Friday from 7:00 a.m.

to 5:30 p.m. Work performed outside of those hours to be scheduled with National Park Service personnel for pre-approval and requires a 48-hour notice.

This Scope of Services applies to one site visit for the purpose of site inspection, and how ever many trips for the purpose of completing the site work and installation associated with this contract, and to complete system testing and certification.

Basic utilities such as water and electrical services will be available at no charge to the selected contractor. It is the responsibility of the contractor to verify that all the information provided in this solicitation is accurate. It is the responsibility of the contractor to provide all required tools for example ladders, pipe fitting stands, testing equipment, Ect.

All work is to be completed in accordance with the Scope, Specifications, and Contract Drawings, as well as all applicable Codes and Standards. Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits IE Hot Work Permits, and for complying with any and all applicable federal, state, and borough laws, codes, and regulations pertaining to the performance of the service that is to be rendered.

The Contractor shall take proper safety and health precautions to protect workers, the public, and property. The Contractor shall provide the Government all requested reports, and supporting material developed during the performance of the work. The Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work. The Contractor shall ensure protection during work, and restoration (if damaged), of building finishes, tenant property, furnishings, etc.

Description of Tasks:

1) Provide Shop Drawing, Furnish, Demo and Install Dry-Pipe Fire Suppression systems in Lynch & Kennedy Building, to meet at a minimum the requirements of an NFPA 13D/25 Dry-pipe fire suppression system. The fire alarm and suppression system shall include the following:

a) The municipal water supply is from the municipality of Skagway.

b) The system needs to include the ability to conduct forward flow tests for backflow preventers as required by NPS Policy.

c) The systems shall be capable of being completely drained after each use to ensure residual water does not sit and there are no low points throughout the system that retain water. The Fire Suppression Systems shall in general consist of dry pendent sprinkler heads on first and second floors. Vertical sprinkler heads in the attic.

d) The new piping and components located within the occupied spaces shall be protected with recessed, concealed heads, with escutcheon color approved by the NPS

e) Furnish and install all required sprinkler heads, pipping, compressor, tamper alarm devices, low air, FDC piping in crawl space (not the FDC fitting) and water flow alarm devices, and all other required appurtenances. Replace all fire sprinkler components downstream of the of the 4-inch ductile iron pipe in the mechanical room except the FDC fitting on the exterior of the building.

Connection piping to the fitting shall be replaced. Provide number of spare sprinkler heads for each type of head in the system as required by code.

f) Upon completion of work, contractor shall test all systems and alarms to ensure proper function and shall provide commissioning service to ensure all facets of the newly constructed systems are operational. Testing and inspection shall be recorded on NPS forms included in this solicitation in the presence of AHJ or designated COR. Please provide a schedule with anticipated testing along with a two-week notice, this will allow the Government team to coordinate travel and logistics.

g) Complete asset management data sheets, attached at the end of this section.

Contractor shall fill in the tab labeled “SAFETY-SUPPRSSN-FIRESPRINK” for each item. Table shall be provided to Contractor in Excel format. Contractor shall submit completed sheets in both Excel format and .pdf format.

h) Upon completion, contractor shall inventory the newly installed fire suppression and alarm systems on government provided inventory forms and provide photographs of the completed installation.

i) Provide system information on riser nameplate or placard to include prescribed flow, minimum system pressure, and pressure at riser base.

j) Provide current inspection certificates for the newly installed fire suppression system.

The Period of Performance is slightly less than one year due to tenants and tourism.

During the Summer and early Fall months, the shop drawings will be worked, and approval will be needed by compliance before construction can start. Tenants are anticipated to be out of the building November 2024. Once the Tenants have moved out, the NPS employees will complete the demo. Once this is done, then the contractor will be able to start work. Please Coordinate with the COR for any movement to the jobsite to avoid work conflicts between multiple parties.

List of Equipment

The Contractor shall furnish all labor, management, supplies, equipment and material, and perform all tasks necessary for performance of the work.

Government Furnished Materials

Contractor to furnish all materials, equipment, and labor.

Hazardous Materials

No hazardous materials have been identified for this project. The contractor shall remove all existing fire suppression equipment and materials as specified. The National Park Service may choose to retain some system components. All other materials shall be deposed through the Municipality of Skagway. A receipt of recycling shall be provided to the project COR prior to project close out.

Quality Assurance

The Government may implement quality assurance measures at any time during the term of the contract. Surveillance methods may include 100% inspection, periodic inspection, random sampling, or customer input.

Period of Performance

The anticipated period of performance for the resultant contract is from 1 June, 2024 through February 21, 2025. Testing and certification of the system shall occur prior to the end of the period of performance and in coordination with Park Service personnel.

Warranty

Provide one-year warranty from date of substantial completion.
