Vendor Questions:
1. There are two Bid Buy numbers listed in the RFP document: BidBuy #: 26-420DCEO-STRTC-B-47014 and SSBCI Legal Services / 25-420DCEO-STRTC-B-40388. Which is the correct number?
A: The correct Bid # is BidBuy #: 26-420DCEO-STRTC-B-47014 which is the # the solicitation is found under in BidBuy.
2. Are waivers available for attorney location and experience requirements if supervised by a senior attorney licensed in the State of Illinois?
A: Although section D.4.1. of the RFP states that “All attorneys assigned to work on this contract with the Agency shall be registered to practice law in the State of Illinois. . . .” the department is willing to consider a waiver of the Illinois bar membership, consistent with the Illinois Supreme Court Rules and the Illinois Rules of Professional Conduct, as long as the individual performing work for the vendor is a licensed attorney in good standing in another United States jurisdiction, and the individual’s work is supervised by an Illinois-licensed attorney within the same firm or the vendor’s subcontractor’s firm, if applicable. Vendor’s staff and subcontractor’s staff (if any) must still meet all other requirements of D.4.1. and the RFP, including, but not limited to, having at least five years of venture capital or comparable securities-related transactional experience, and not having been or currently subject to any disciplinary proceedings or action by the Illinois Attorney Registration and Disciplinary Commission (“ARDC”) or any similar body in any other jurisdiction. The vendor will be responsible for ensuring its attorneys’ compliance with all applicable Illinois Supreme Court Rules and the Illinois Rules of Professional Conduct.
