9. GENERAL UNCLASSIFIED DESCRIPTION OF THIS PROCUREMENT
The purpose of the SES III contract is to provide engineering of software and information systems through all phases (formulation through on-orbit operations/decommissioning) of programs and projects. Software Engineering Division (SED) provides quality software products, services and expertise to ensure the success of NASA missions and stakeholders. Products and services expertise include flight software systems, ground software systems, science data systems, software technology infusion, mission environments, software engineering, software systems engineering, secure coding, software/data systems project management, mission operations and mission validation capabilities. SED focuses on the development of reusable, secure flight and ground architectures and frameworks to reduce mission cost, maximize development schedule, minimize customer programmatic/technical risks, and increase the scientific value of information products.

Only U.S. citizens granted an interim or final personnel security clearance are eligible for access to classified material. The contractor must meet, comply with, and maintain a TOP SECRET facility clearance. In addition, the contractor must comply with the security requirements specified in the National Industrial Security Program Operating Manual, DoD 5220.22-M, dated February 28, 2006, Change 2, dated May 18, 2016, and other NASA, GSFC security procedures and guidelines. The contractor is not authorized to disclose or release classified information (including to a subcontractor) without prior written authorization from NASA Protective Services.
In performance of this contract, some personnel may require access to classified information up to the Top Secret/SCI. The Contractor must have a sufficient number of cleared employee's assigned duties under this contract to be able to complete all classified work assignments up to and including Top Secret/SCI.

Defense Security Service (DSS) is relieved of all inspection responsibilities for performance on GSFC. Inspection authority of the contract activities on NASA installations is the responsibility of the NASA security officials and will be coordinated by an Industrial Security Specialist of the NASA Security Office. NASA GSFC Industrial Security office maintains the authority to schedule contractor site visits for contractors approved to store classified NASA information/classified contracts if necessary.
