About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for an Oregon state agency seeking to procure online training content licensing through a Request for Proposals process. The agency is soliciting a qualified contractor to provide licensing for an established online safety and workplace learning content library compatible with integration into its existing Learning Management System (Workday). The procurement is limited to content licensing only and does not include an LMS solution. The RFP specifies particular content delivery requirements and technical specifications that prospective vendors must meet to be considered for contract award.
The outreach plan document establishes requirements and procedures for the contractor to demonstrate commitment to engaging certified disadvantaged business enterprises (DBEs) in the performance of the contract. The plan details how the selected vendor must implement diversity initiatives, establish subcontracting opportunities for minority-owned, women-owned, and emerging small businesses, and document outreach efforts throughout contract execution. The plan includes specific metrics, reporting requirements, and monitoring mechanisms to ensure compliance with disadvantaged business participation goals established by the state of Oregon for this procurement opportunity.
