About this file

This is a Unit Price Sheet attachment for RFP 26-023 issued by the Iowa Communications Network (ICN), a program of the Iowa Telecommunications and Technology Commission, establishing pre-qualification of vendors to provide telecommunications outside plant services across five designated zones within Iowa. The RFP seeks to pre-qualify three vendors per zone for on-call service delivery including horizontal boring, handhole placement, fiber installation, plowing, trenching, rock boring, rock sawing, bridge and building attachments, asphalt and concrete work, interior duct installation, aerial maintenance services, and splicing labor. Vendor proposals are due November 6, 2026 at 3:00 PM CST. Written questions must be submitted by October 5, 2026 at 4:00 PM central time, with responses provided by October 7. No bidder's conference has been scheduled. All bid proposals remain firm for 120 days, with award potentially made more than 90 days after opening and negotiation and acceptance to be completed within 60 days of Notice of Intent to Award if no appeals are filed.

The unit price sheet requires vendors to provide hourly rates, per-linear-foot rates, per-unit rates, and lump-sum rates across multiple service categories, with rates differentiated by geographic area classifications (Rural, Residential, and Urban). The RFP specifies that this is a qualification-based procurement where the ICN will not necessarily award to the lowest-cost vendor but to the most responsible vendor offering best value after evaluating price and compliance with all RFP provisions. Vendors must provide all labor and materials required for proper installation unless otherwise specified, with contractor-provided materials including HDPE conduit, duct splices, grounding and tracer wires, rock, wire mesh, and other installation materials. Proposals must include one original and one copy on 8.5" x 11" paper plus one soft copy on USB drive with Word/PDF documents and the Unit Price Sheet in native Microsoft Excel format, clearly marked with RFP 26-023 on the outer envelope.

MobilizationUNITRATE
Mobilization rates are based on three distinct categories based upon what equipment and personnel are required for a specific project. Two fees apply to each project: A base dispatch fee covering the administrative dispatch, physical loading, securing of equipment, and unloading at the site; Travel distance billed separately via the mileage adder.
Tier 1 - Service Vehicle (Truck & Tech Only)LS
Definition: Round-trip deployment of a single technician in a standard pickup truck or service van without a towed trailer. Applicable for scopes such as GPS data collection, placing warning markers, site surveys, or visual inspections.
Tier 2 - Light/Standard Duty (truck & trailer)LS
Definition: Round-trip deployment of a standard crew and equipment towable by a standard work truck (e.g., mini-excavators, splicing labs, small trenchers, bucket trucks).
Tier 3 - Heavy Duty (Semi/Lowboy required)LS
Definition: Round-trip deployment requiring heavy hauling / lowboy transport (e.g., directional bore rigs, large vibratory plows, track hoes).
Emergency Call-OutLS
Definition: An additional flat fee applied to any mobilization tier if the vendor is dispatched for emergency repair (e.g., fiber cut) requiring an immediate response or outside normal business hours.
Tier 1 - Mobilization Mileage AdderPer Mile
Definition: Standard service vehicle. Per mile rate based on a distance from vendor site to project site. Mileage adder will be calculated on a one-time, round trip basis.
Tier 2 - Mobilization Mileage AdderPer Mile
Definition: Light/Standard Duty. Per mile rate based on a distance from vendor site to project site. Mileage adder will be calculated on a one-time, round trip basis.
Tier 3 - Mobilization Mileage AdderPer Mile
Definition: Heavy Duty/Lowboy. Per mile rate based on a distance from vendor site to project site. Mileage adder will be calculated on a one-time, round trip basis.
Data Collection and DocumentationUNITRATE
The Vendor shall provide all labor, equipment, transportation, and software necessary to capture accurate GPS coordinate data (Latitude, Longitude, and Elevation) for designated existing outside plant (OSP) fiber optic infrastructure. Accuracy: Survey-grade equipment achieving sub-foot or sub-meter accuracy. Route Capture: Continuous route data at maximum intervals of 25-ft and at every change in direction, depth, or elevation. Feature Capture: Discrete structures must be captured at their center-point. Deliverables: Final data must be submitted in either ESRI Shapefile or KMZ format.
