About this file

This is an Appendix E Technical Response template issued by the New Hampshire Department of Health and Human Services, Division for Behavioral Health, for RFP-2027-DBH-18-COLLE to procure Collegiate Recovery Programs (CRPs) services. The RFP seeks a single qualified vendor to develop, implement, and expand comprehensive recovery programming across New Hampshire higher education institutions, with primary campus implementation required within 60 calendar days of contract effectiveness and expansion to collaborative partner institutions within 180 calendar days. Vendors must provide at least three of thirteen specified program components designed to serve students with substance use disorders or who are sober-curious while fostering supportive campus environments. Required technical responses address five mandatory evaluation criteria: organizational experience and capacity in developing and implementing CRPs, proposed CRP model and campus implementation strategy, statewide collaboration and expansion approach, marketing engagement and awareness plans, and evaluation sustainability and continuous improvement strategies. The Letter of Intent deadline is February 3, 2026, vendor questions are due by February 3, 2026 at 12:00 PM Eastern Time, and solicitation responses are due March 3, 2026 at 12:00 PM Eastern Time. The contract effective date is July 1, 2026, with a contract end date of June 30, 2028.

Technical proposals are evaluated on a maximum of 700 points across the five mandatory criteria, with an additional 300 points for cost proposals. The contractor must maintain staffing of one full-time Peer Recovery Support Staff member, one part-time CRP Coordinator, and one 0.25 FTE marketing/peer engagement staff member, with all personnel required to have lived experience in substance use disorder recovery and successful criminal background checks. The procurement is funded through federal sources: the State Opioid Response Grant (Assistance Listing 93.788) and the Substance Use Prevention, Treatment, and Recovery Services Block Grant (Assistance Listing 93.959), with no matching funds required from the contractor. Responding vendors must be registered with the New Hampshire Department of State, obtain a vendor code from the Department of Administrative Services, and comply with all federal and state requirements including HIPAA, 42 CFR Part 2, drug-free workplace certifications, debarment and suspension certifications, and civil rights compliance standards. The contractor must maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and must follow a hierarchical payment structure prioritizing private insurance, Medicare, Medicaid, and sliding fee scales before billing the Department. Monthly payment will be made based on Department-approved budgets, with invoices due by the fifteenth working day of the month following service delivery; the specific award value is not disclosed.
