About this file
This document is Appendix E of a Request for Proposal (RFP-2027-DBH-18-COLLE) issued by the New Hampshire Department of Health and Human Services for Collegiate Recovery Programs (CRPs). The RFP requests vendors to provide detailed technical responses to mandatory questions addressing organizational experience, proposed CRP models, statewide collaboration and expansion, marketing and engagement strategies, and evaluation and sustainability plans. Vendors must describe their experience developing and implementing CRPs or equivalent programming, provide examples of past or current programs with outcomes and lessons learned, and demonstrate organizational capacity including staffing structure, key personnel qualifications, and training strategies. Responses should include a proposed CRP implementation plan for campus deployment within 60 days of contract effective date, identification of anticipated student populations to be served, and documented partnerships with on-campus and community-based organizations supporting program establishment and growth.
The technical response requirements also mandate that vendors outline statewide collaboration strategies for establishing CRPs across multiple New Hampshire campuses, with letters of intent from engaged campuses and anticipated expansion timelines through July 1, 2027. Vendors must present comprehensive marketing and engagement plans designed to increase CRP awareness, identify and engage students in recovery, reduce stigma, and foster inclusive campus culture. Additionally, vendors are required to describe clear performance indicators, data collection and reporting methodologies, and sustainability plans addressing funding strategies, institutional support, and succession planning. A Collaboration and Expansion Plan ensuring implementation across multiple sites within 180 calendar days of contract effective date, along with Appendix F Program Staff List, organizational charts, resumes for key personnel, and job descriptions, must accompany the technical response submission.
