About this file
This is a Request for Proposals (RFP) issued by the New Hampshire Department of Health and Human Services, Division for Behavioral Health, for the procurement of Collegiate Recovery Programs (CRPs) services. The RFP seeks a single qualified vendor to develop, implement, and expand comprehensive recovery programming across New Hampshire higher education institutions, with services required to commence on the primary campus within 60 calendar days of contract effectiveness and expand to collaborative partner institutions within 180 calendar days. The vendor must provide at least three of thirteen specified program components, including mutual support meetings, recovery-friendly social activities, dedicated social spaces, and recovery-supportive campus programming designed to serve students with substance use disorders or who are sober-curious. Required deliverables include a Work Plan with goals and benchmarks, a Collaboration and Expansion Plan detailing partnership strategies, and a Marketing and Engagement Plan to increase awareness across participating campuses. The Letter of Intent deadline is February 3, 2026; vendor questions are due by February 3, 2026 at 12:00 PM Eastern Time; and solicitation responses are due March 3, 2026 at 12:00 PM Eastern Time. The contract will be effective July 1, 2026, and will end June 30, 2028, with a two-year term.
The contractor must maintain staffing of one full-time Peer Recovery Support Staff member, one part-time CRP Coordinator, and one 0.25 FTE marketing/peer engagement staff member, with all personnel required to have lived experience in substance use disorder recovery and successful criminal background checks. Technical proposals are evaluated on a maximum of 700 points across five mandatory criteria, with an additional 300 points for cost proposals. No specific set-asides or restrictions limiting organizational types are identified in the solicitation materials, and no incumbent vendor is identified. Responding vendors must be registered with the New Hampshire Department of State and obtain a vendor code from the Department of Administrative Services. The procurement is funded through federal sources, specifically the State Opioid Response Grant (Assistance Listing 93.788) and the Substance Use Prevention, Treatment, and Recovery Services Block Grant (Assistance Listing 93.959), with no matching funds required from the contractor. The contractor must maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and must follow a hierarchical payment structure prioritizing private insurance, Medicare, Medicaid, and sliding fee scales before billing the Department for services. Monthly payment will be made based on Department-approved budgets, with invoices due by the fifteenth working day of the month following service delivery. The specific award value is not disclosed in the solicitation materials but will be negotiated based on the selected vendor's proposal and documented in the contract exhibits.

RESPONSIBILITY MATTERS
The Contractor identified in Section 1.3 of the General Provisions agrees to comply with the provisions of Executive Office of the President, Executive Order 12549 and 12689 and 45 CFR Part 76 regarding Debarment, Suspension, and Other Responsibility Matters, and further agrees to have the Contractor’s representative, as identified in Sections 1.11 and 1.12 of the General Provisions execute the following Certification:
INSTRUCTIONS FOR CERTIFICATION
1. By signing and submitting this Agreement, the prospective primary participant is providing the certification set out below.
2. The inability of a person to provide the certification required below will not necessarily result in denial of participation in this covered transaction. If necessary, the prospective participant shall submit an explanation of why it cannot provide the certification. The certification or explanation will be considered in connection with the NH Department of Health and Human Services’ (DHHS) determination whether to enter into this transaction. However, failure of the prospective primary participant to furnish a certification or an explanation shall disqualify such person from participation in this transaction.
3. The certification in this clause is a material representation of fact upon which reliance was placed when DHHS determined to enter into this transaction. If it is later determined that the prospective primary participant knowingly rendered an erroneous certification, in addition to other remedies available to the Federal Government, DHHS may terminate this transaction for cause or default.
4. The prospective primary participant shall provide immediate written notice to the DHHS agency to whom this Agreement is submitted if at any time the prospective primary participant learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances.
5. The terms “covered transaction,” “debarred,” “suspended,” “ineligible,” “lower tier covered transaction,” “participant,” “person,” “primary covered transaction,” “principal,” “proposal,” and “voluntarily excluded,” as used in this clause, have the meanings set out in the Definitions and Coverage sections of the rules implementing Executive Order 12549: 45 CFR Part 76. See https://www.govinfo.gov/app/details/CFR-2004-title45-vol1/CFR-2004-title45-vol1-part76/context.
6. The prospective primary participant agrees by submitting this Agreement that, should the proposed covered transaction be entered into, it shall not knowingly enter into any lower tier covered transaction with a person who is debarred, suspended, declared ineligible, or voluntarily excluded from participation in this covered transaction, unless authorized by DHHS.
7. The prospective primary participant further agrees by submitting this proposal that it will include the clause titled “Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion - Lower Tier Covered Transactions,” provided by DHHS, without modification, in all lower tier covered transactions and in all solicitations for lower tier covered transactions.
8. A participant in a covered transaction may rely upon a certification of a prospective participant in a lower tier covered transaction that it is not debarred, suspended, ineligible, or involuntarily excluded from the covered transaction, unless it knows that the certification is erroneous. A participant may decide the method and frequency by which it determines the eligibility of its principals. Each participant may, but is not required to, check the Nonprocurement List (of excluded parties) https://www.ecfr.gov/current/title-22/chapter-V/part-513.

The knowledge and information of a participant is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.
10. Except for transactions authorized under paragraph 6 of these instructions, if a participant in a covered transaction knowingly enters into a lower tier covered transaction with a person who is suspended, debarred, ineligible, or voluntarily excluded from participation in this transaction, in addition to other remedies available to the Federal government, DHHS may terminate this transaction for cause or default.
