1. INTRODUCTION\GENERAL INFORMATION
1.1 Introduction
This document defines the standards to be used for inside cable plant installations for the
NMCI network.
NOTE: The terms NMCI, CoSC and NGEN are used throughout the document. They all mean the same thing and interchangeable which is the network HP implemented for the US Navy under the NMCI contract, CoSC contract and now under the NGEN contract.
1.2 General Information
1.2.1 Deviation from ISP Installation Standards
Any deviation from the standards outlined in this document must be approved in advance by the Core Services Manager. At the time of the writing of this document that would be:
Matthew Galusha; Phone: 360.212.4081; E-mail: matthew.galusha@hp.com
1.2.2 ISP Installation Test Results
ISP Installation Test Results will consist of a PDF file download from the testing equipment and will include: UTP permanent link tests in accordance with TIA/EIA-568-B.1, B.2, and manufacturer’s guidelines.
HP requires Test Results that show how the installed cable lines up with the T-568B standard (i.e. Wire map, Frequency, Insertion Loss, NEXT, PSNEXT, Return Loss, Delay, Skew, Length, Identification of the Cable being tested, etc.).
1.2.3 Acceptance of Government installed ISP
Government installed ISP will be accepted by HP upon testing and labeling by HP per
NGEN standards. The testing and labeling will be the financial responsibility of the Government.
Where necessary, termination (or retermination) into the NMCI cabinet will also be the financial responsibility of the Government.
NOTE: Access to active NGEN IDF’s is restricted to HP only (staff and subcontractors).
1.2.4 PDS Installations
The standard security guidelines published by the Government on classified PDS (US
Navy/Marine Corps IA PUB 5239-22) will be followed.
1.2.5 Red/Black Separation
Classified and Unclassified ISP Installations shall be done in accordance with CNSSAM TEMPEST/1-13 for Red\Black separation.
FINAL 1 NSID-CS-0001
NOTE: As a general rule on NMCI\CoSC\NGEN, we have separated unclass/class processing by 3ft/36in and parallel cabling by six inches. I.e. the faceplates are separated by at least 3ft/36in and the horizontal cabling is separated by six inches.
1.2.6 ISP Installation Consistency
HP will retain same media type in a building and IDF for new installs. So buildings\IDFs with existing FTTD ISP Installations receive new FTTD, if existing installation is Cat 6, we will install Cat 6 to retain the same standard.
NOTE: The existing media type must equal or exceed Cat 5e requirements. This is the Normal style.
FINAL 2 NSID-CS-0001
2. INSIDE PLANT (ISP) CABLE DESIGN STANDARDS
2.1 Inside Plant Horizontal Category 5e or Category 6 Cabling
• Category 5e, 4-pair, 100 Ω UTP, CMP, (Plenum-rated), cable
• Category 5e, 4-pair, 100 Ω UTP, CMR, (Riser-rated), cable. (Where permitted by code)
• Category 6, 4-pair, 200 Ω UTP, CMP, (Plenum-rated), cable
• Category 6, 4-pair, 200 Ω UTP, CMR, (Riser-rated), cable. (Where permitted by code)
NOTE: It is not anticipated that individual cable drops will be required in support of the implementation of Voice Over IP (VoIP) within the NMCI network. But in the event these drops are required, any new cabling installed MUST be Category 5e specification or better.
NOTE: Total maximum horizontal passive cable length (NMCI patch panel to drop) shall not exceed 295 feet. If the ISP is being installed to a remote cabinet (i.e. GOV cabinet) with an ISP tie between the remote cabinet and the NMCI cabinet, the distance between the cabinets must be taken into consideration of the 295 feet maximum.
Color Coding: Color-coding will be provided through the use of colored Cable Sheathing as Table 1 lists. (colored icons that snap into the face of the jack\patch panel positions follow same color schema)
Table 1: Cable Sheath color-coding
Cable Purpose Cable Sheath (& Icon Color) Data #1 Blue Data #2 Green VoIP #1 White VoIP #2 Grey

2.2 Installation Materials
IDC Termination: All Category 5e or Category 6 cabling will be terminated in the Data Cabinet/Telecommunications Room using Category 5e or Category 6, 24-port and/or 48-port, 110-type Insulation Displacement Contact (IDC) to 8-position T568-B configured patch panels.
(For smart configuration the four drops will be terminated in same patch panel).
• Standard configuration: One (1) data drops terminated on data patch panels.
o Optional configuration (if required): One (1) data drop terminated on data patch panels, and one (1) Voice-over-IP (VoIP) drop terminated using separate “Voice over IP” Category 5e or Category 6, 24-port and/or 48-port, 110-type IDC to 8 position, T568-B configured patch panels. However on smaller installations the same patch panel may be used for both voice and data cabling.
FINAL 3 NSID-CS-0001
o Optional Voice Terminal Blocks: HP may specify 66 /110 Blocks (Cat 5e or Cat 6 certified) as the final end point for the “Voice over IP” cabling in the data closet. Horizontal cabling from the work area will still be terminated on “Voice over IP” Category 5e or Category 6, 48 port, 110-type IDC to 8 position, patch panels.
Category 5e or Category 6, 4 pair, 100 Ω UTP or 200 Ω UTP, CMP or
CMR rated, cable will be extended from new “Voice over IP” patch panels to the wall fields 66/110 termination block for final connections. All 4 pairs will be mirror image through the 66/110 termination blocks to the patch panels.
J Hooks: The default cable installation will use J-hooks. The installation will be adjusted to conform to existing installation practice (J-hooks, ladder rack, cable trays, in wall/surface mount) for a building where possible. Where no current cabling exists, J-hooks will be the default method. PWC requirements will be supported if counter to J-hooks.
EMT: Facility requirements will dictate the EMT requirements needed to protect cabling.
Conduit size will be determined by fill ratio and is sized by current requirements.
Pin Configuration: Work Area Outlets will use Category 5e or Category 6, 8 position outlets supporting universal T568A/B wiring will be installed. All outlets shall be T568-B wiring configuration.

• Un-numbered cubical: When a cubical area is found unnumbered, it shall be numbered clock-wise from North. The assigned numbers will be noted on the red lined floor plan.
• If wiring closet room number is not available, label wiring closets, M01 for main 01, S01 for sub-closet 01, and clock-wise from North.
• If room numbers are unavailable, start numbering rooms north to south, west to east.
• Drop numbers are in sequence by wiring closet.
• Patch panels are identified by a number followed by F for front and B for back as necessary.
• Numbers next to jacks are always D1, D2, S1, S2, V1 and V2, as they are part of the cable ID convention and not a patch panel number. D is for Data and V for Voice over IP.
NOTE: This NGEN wall plate naming scheme supersedes all existing labeling schemes in place.
Include all dashes and pad the appropriate numbers with zeros (0) as needed. This information goes into a central database; SO DO NOT DEVIATE FROM IT. Exceptions must be approved by Matthew Galusha in advance of install.
