About this file
This document is a Vendor's Conference agenda and presentation materials for the New Hampshire Liquor Commission (NHLC) E-Commerce Modernization Request for Proposal #2026-06. The NHLC seeks a qualified vendor to design, build, and operate a comprehensive e-commerce platform supporting retail customers, multiple licensee types (on-premises, off-premises, agency, broker, vendor, manufacturer, wholesale distributor, and direct shipper licensees), and internal NHLC staff. The conference was held on May 19, 2026, with proposal submissions due July 17, 2026, at 2:00 PM. The procurement encompasses three project phases: Design and Build (including mandatory gap analysis and milestones), Operate (vendor-responsible operations with security and performance requirements), and Enhance (NHLC-defined enhancements using hourly rates). The platform must integrate with Microsoft Dynamics 365 NextGen as the system of record and feature near real-time synchronization with the customer-facing website. Key requirements include support for complex business enterprises with multiple licenses and locations, role-based user privilege models, licensee self-help account creation, product pricing management with broker-proposed costs and NHLC-applied formulas, promotion management with multiple variables, allocation management, content management capabilities, and an order fulfillment tool for retail store operations. The NHLC team identified Janet Donnelly as the single point of contact for all vendor inquiries throughout the RFP process, with all official information and amendments distributed through the website only.
Pricing information must be kept separate from technical responses, and vendors may propose up to 25 "no" responses to approximately 500 requirements in Section 2.2 with associated point impacts, while Section 2.1 mandatory requirements allow no "no" responses. The conference materials emphasize strict adherence to submission deadlines, early involvement of legal teams for standard terms and conditions review (with contract negotiations unable to change approved terms), and early submission of questions with proposed language for any requested modifications. Estimated vendor selection is August 7, 2026, with anticipated Governor and Council approval on November 11, 2026. The contract operates under a not-to-exceed agreement structure with an initial five-year term and options for two additional two-year extensions. The NHLC currently operates 65 retail locations and supports over 1,892 on-premises licensees and 1,665 off-premises licensees, with December 2025 demonstrating $18.6 million in online orders across 6,967 transactions. The document does not disclose specific contract values, budget allocations, or funding sources but references compliance requirements including GovRAMP authorization, PCI DSS standards, NIST SP 800-171 R2 controls, and WCAG 2.1 Level AA accessibility standards.
