About this file

This is a Minimum Bidder Qualifications Form for IFB C000853 Enterprise Network Support issued by the New York State Office of Information Technology Services (ITS). The IFB seeks bids from contractors to provide enterprise network support staff to NYS Agencies. Bidders must demonstrate compliance with five core minimum qualifications: registration with the NYS Department of State to conduct business in New York; certification as a Prime Contractor and not a staffing agency; continuous provision of technical support for multiple operating systems and networking technologies for at least five years prior to the bid due date; completion of a minimum of three engagements employing 30 or more staff within the past five years, with at least one engagement for a federal, state, or local government entity where the bidder served as prime contractor; and fulfillment of all job title requirements outlined in IFB Section 2.4. The form requires bidders to provide detailed descriptions of prior experience, including subcontractor relationships, engagement dates, staff counts, budget information, and client references.

The form requires bidders to identify and name qualified consultants for 14 distinct job title positions spanning multiple tiers of network support analysts, site survey engineers, unified communications specialists, a network operations manager, and cloud network support analysts and architects. Each position carries specific educational and experiential requirements ranging from 12 credit hours of technical training with one year of experience for entry-level roles to bachelor's degrees with 10 years of relevant experience for senior architect positions. For unified communications specialists and certain network engineers, bidders must document extensive hands-on experience with specific technologies including Cisco IP telephony environments, Enterprise Voice over IP systems supporting 50,000+ phones, and multi-cluster architecture administration. All information submitted must be certified as complete, true, and accurate by an authorized company representative, with omissions and vague responses subject to non-favorable interpretation by ITS.
